About the Opportunity: Under the direction of the Program Manager I (PM I), the Emergency Services Coordinator (ESC) performs a wide variety of consultative, advisory, and evaluative duties in the areas of hazard mitigation including vulnerability assessments, risk analysis, planning and emergency management and is responsible for coordinating, tracking and analysis of hazard mitigation planning program activities. The incumbent will research, interpret, and apply federal and state legislation, rules, practices, and principles governing the Hazard Mitigation Programs. The incumbent will also assist with the creation and dissemination of hazard mitigation planning trainings for local jurisdictions in California. Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need. The Resilience Branch within the Hazard Mitigation Section of the California Governor’s Office of Emergency Services (Cal OES) is dedicated to fostering a resilient California by aligning mitigation planning with grant selection and implementation. Our mission is to empower communities, including those historically underserved, to compete on national and state levels for funds that enhance their resilience against natural disasters. Through innovative projects and technical assistance, we aim to reduce long-term risks, promote climate adaptation, and fortify infrastructure, fostering a state that thrives in the face of adversity. The Hazard Mitigation Planning Division of the Resilience Branch of the Hazard Mitigation Section leads California’s efforts to reduce long-term disaster risk through comprehensive state and local mitigation planning. We maintain and update the State Hazard Mitigation Plan (SHMP), Climate Adaptation Planning Guide, support development and review of Local Hazard Mitigation Plans (LHMPs) and ensure plans meet state and federal standards. By providing targeted outreach, technical assistance, and training, we equip communities. In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
