Job Summary The Associate Governmental Program Analyst (AGPA) analyzes and coordinates the development of contracts for the department. The AGPA provides necessary oversight, evaluation and technical support and process a range of different types of contracts including, Interagency, Local Assistance, and services. Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA), Contract Analyst, acts as a contract specialist for the department and performs all duties associated with the procurement of non-IT and IT service contracts including, but not limited to, consulting services, public works, telecommunications services, and training services. This includes generating contracts, purchase orders, amendments, and all other related documents. The Contract Analyst may receive assignments from the Purchasing Branch Chief (SSM II). The incumbent must operate with a high degree of independence in performing the most complex duties. This position requires the analyst to utilize independence, creativity, and ingenuity in processing Contract requests. Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Governmental Program Analyst (AGPA) to Analyst II. The probationary period will be 12 months for all new appointments with a start date after this change is implemented. The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics. In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
