Job Description And Duties The Fiscal Response, Operations, and Grants Section plays a critical role in supporting California’s public health emergency preparedness and response infrastructure. This section is responsible for managing complex fiscal operations, federal and state grant programs, administrative systems, and procurement activities that enable the Center for Preparedness and Response (CPR) to operate efficiently and effectively. The section ensures that resources are strategically aligned with public health priorities and that all fiscal and operational activities comply with state and federal requirements. As Chief of this section, you will lead and oversee three key units, the Fiscal and Grants Management unit, Administrative Operations unit, and Resource Management unit providing strategic direction, operational oversight, and personnel leadership. This position is essential to ensuring CPR’s readiness and responsiveness through sound fiscal oversight, streamlined administrative processes, and effective resource coordination. Responsibilities: • Lead the development and implementation of long-term strategic plans for fiscal and operational readiness in alignment with CPR and CDPH goals. • Monitor and interpret changes in federal and state legislation, regulations, and funding guidelines to ensure compliance and proactive adaptation. • Serve as a key liaison between CPR and internal/external stakeholders including CDPH executive leadership, control agencies, and federal partners. • Represent the section in high-level meetings, workgroups, and task forces related to emergency preparedness, fiscal operations, and administrative management. • Ensure accurate and timely reporting of fiscal and operational data to internal leadership and external oversight bodies. • Promote a culture of evidence-based management and continuous improvement. • Ensure internal controls are in place and functioning to prevent audit findings and financial discrepancies. • Supervise multi-disciplinary teams across three units and provide coaching, mentoring, and performance evaluations. • Provides comprehensive oversite of CPR’s administrative operations, including personnel management, recruitment, organizational planning, training and compliance. • Promote a culture of continuous learning, quality improvement, and effective communication. • Serve as a liaison to CDPH divisions and external control agencies (Department of Finance, CHHS, CDT, etc) • Lead budget development, expenditure tracking and reporting, while ensuring compliance with federal and state grant requirements. • Oversee all procurement activities including contracts, interagency agreements, and emergency purchases. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: • Excellent written and verbal communication skills. • Proven experience supervising multidisciplinary teams in administrative, fiscal, or emergency preparedness settings. • Demonstrated expertise in managing complex budgets and federal/state grant programs, including compliance, tracking, and reporting. • Proficient in budget development, expenditure tracking, and invoice processing aligned with federal and state requirements. • Strong organizational, analytical, and problem-solving abilities. • Solid understanding of state procurement processes and contract management, including emergency contracts and interagency agreements. • Skilled in overseeing contract development, vendor relations, and ensuring compliance with applicable policies. • Experience in personnel management, organizational development, and administrative systems. • Familiarity with recruitment, classification, training compliance, and space/facility planning. • Ability to analyze complex programmatic issues and provide strategic recommendations to executive leadership. • Competent in preparing reports, position papers, and official correspondence for diverse stakeholders. Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program.
