The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200 people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. The posted salary range does not reflect this reduction. Job Description And Duties This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent. The Staff Services Manager (SSM) I, acting as the Administrative Support Supervisor in the Center for Laboratory Sciences (CLS), Operations Branch, provides fiscal and budgets support, as well as expenditure activities; assisting in planning and coordination of Branch drills and assignments, overseeing the development of contracts, project tracking, and providing technical assistance and training as necessary to lower level staff; and leadership to ensure Branch/ Program efficiencies. Provides expert advice and consultation to CLS management regarding its overall fiscal and budgetary operations. Evaluates the overall budget and tracks funding received from various funds (General, Federal and Special) in millions annually for clinical laboratory services and testing services under multiple programs within the California Department of Public Health (CDPH). The incumbent works under the general direction of the Budget & Fiscal Manager, Staff Services Manager II of the Center for Laboratory Sciences Operations Branch. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: The ideal candidate will demonstrate strong organizational, fiscal, and leadership skills, along with the following qualifications: • Experience preparing and reviewing State and Federal documentation such as Budget Change Proposals (BCPs), Finance Letters, Budget Revisions, progress reports, and Requests for Proposals/Applications (RFPs/RFAs). • Experience managing budgets, including forecasting, monitoring expenditures, and ensuring fiscal accountability. • Familiarity with purchasing and procurement processes, fiscal drills, and financial reporting. • Experience supervising staff or leading a program or project team, including assigning work and monitoring performance. • Ability to write clear and concise budgetary reports and fiscal summaries for management review. • Experience working collaboratively with internal and external stakeholders to support program or operational goals. • Ability to manage technical or administrative projects with multiple priorities and deadlines. • Strong analytical and problem-solving skills, with the ability to apply logical and creative thinking to resolve issues. • Effective verbal and written communication skills, including the ability to prepare and present information clearly. • Experience preparing briefing materials and reports that support informed decision-making by leadership. • Receptiveness to feedback and ability to apply constructive input to improve work products and processes. • Understanding of lean process improvement and change management principles. • Ability to analyze data, evaluate alternatives, and present findings in a clear and organized manner. • Ability to foster a positive and productive team environment using emotional intelligence and effective communication. • Flexibility and adaptability in response to changing priorities or urgent assignments. • Ability to handle sensitive and confidential information with professionalism and discretion. • Strong organizational skills and the ability to manage time-sensitive, high-priority assignments effectively. • Ability to communicate and collaborate with staff at all levels to complete assignments and support organizational objectives. Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.
