About this Role: DHCS is seeking a skilled, innovative, and strategic leader with experience in managed care and contracts to fill the role of Chief, Managed Care Quality and Monitoring Division (MCQMD). The Chief, MCQMD, is responsible for leading and overseeing compliance-related activities for Medi-Cal managed care plans (MCPs). Activities include but are not limited to partnering with health care professionals to develop and implement statewide MCP policies, processes, and change management efforts, as well as providing technical assistance and conducting risk analysis for audit and compliance programs related to MCPs. Additionally, key areas that the Chief, MCQMD, has direct oversight for include timely access to care, network adequacy, and California Advancing and Innovating Medi-Cal (CalAIM) initiatives such as Medi-Cal Community Supports, which is focused on addressing equity and health-related social needs such as housing and medically tailored meals. The Chief, MCQMD, leads compliance efforts with state and federal managed care related statutes, regulations, and guidance, as well as contracts, including All Plan Letters (APL), and other related policy matters. The Chief, MCQMD, builds collaborative working relationships with internal and external partners and stakeholders, including clinicians, executives, MCP partners, providers, state and county officials, the state Legislature, the federal Centers for Medicare and Medicaid Services (CMS), and advocacy groups, to achieve Division objectives. The Chief, MCQMD, works under the general direction of the Deputy Director (DD), Health Care Delivery Systems, and is a member of DHCS Executive Staff. This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.
