Job Description And Duties Individuals who are eligible for a Training and Development assignment may also be considered for this position(s). Under the general direction of the Associate Warden, Business Services, the Correctional Plant Manager II delegates and directly supervises the work of the Correctional Plant Supervisor, Hazardous Materials Specialist, Analyst, and an Office Technician and indirectly supervises 50 Plant Operations staff; while maintaining and protecting the physical plant, conditions of the structures, utility services, and equipment serving California State Prison-Sacramento in its entirety, as well as maintaining several shared services with Folsom State Prison. Accountable for Plant Operations staff in the operation, maintenance, renovating and construction of systems and structures pertaining to heating, lighting, Boiler Plant (shared service), security and inter-communications, natural gas and electrical distribution, roads, roofs, refrigerated storage, materials management program, land and grounds management, sewage grinding stations, potable water pumping stations, auxiliary power generating equipment and all vehicle/equipment repair. Monitors all specialized maintenance activity required for an expansive medical and psychiatric facility, a diverse Administrative Segregation program, a Violence Control Program, and shared services for Culinary and Firing Range operations. Coordinates various internal auditing programs, such as Environmental Health, Space Allocation, and Energy Management. Prepares employees’ annual Individual Development Plans, Probationary Reports, Work Supervisor Reports, maintains staff time sheets (CDC 998), inmate timecards, ensures that staff enforce and submit their tool inventory sheets in accordance with Department Operations Manual, Chapter 50000l/Section 52040. Effectively communicate and handle sensitive personnel issues, including scheduling requests for time off, confidential matters, disciplinary, performance, etc. Attend a minimum of 40 hours of In-Service Training as a condition of employment. Provides safety and On-the-Job Training to other Plant Operations personnel and incarcerated workers per Injury and Illness Prevention Plan (IIPP) requirements. Prepares and submits injury reports for injured staff and incarcerated workers. Protects and maintains the safety of persons and property of the institution. Prepare concept papers and Project Planning Guides as part of the Major/Minor Capital Outlay and Special Repair Process. Regulates the flow of materials to assigned staff and as necessary delegates these to his/her supervisors. Reviews cost estimates to add or repair equipment. Evaluates and submits requisitions for purchasing equipment or repairs parts to maintain designated facilities. Effectively communicates and handles sensitive personnel issues, including scheduling requests for time off, confidential matters, disciplinary, performance, etc. Prepares and submits Monthly Activity Reports. Serves as Administrative Officer of the Day (AOD) in the absence of the Warden on a rotating basis and makes decisions impacting custody, program, and business services functions. As a member of the institutional management team, responds to any emergencies or other forms of disruptions initiated by or involving incarcerated people. Personnel Management Plan, organize, direct, and evaluate the work and performance of staff. This includes but is not limited to the following: Comply with state and federal laws, rules, regulations, bargaining unit contracts, and policies in all personnel practices, including, but not limited to: hiring, employee development, and management. Recruit, hire, train, develop, and provide leadership to a diverse staff. Monitor, evaluate, and create written performance appraisals of staff. Counsel staff and initiate disciplinary actions as necessary. Identify appropriate long-range plans and goals to address succession planning and knowledge transfer. Perform administrative duties including, but not limited to: adhere to Department policies, rules and procedures; submit administrative requests including leave, travel, and training in a timely and appropriate manner; accurately report time, and submit timesheets by the due date. Working Conditions CSP-SAC is primarily a Level IV institution, consisting of twenty- four (24) semi-autonomous 180 designed housing units and one (1) stand alone Administrative Segregation Unit all surrounded by a Lethal Electrified Perimeter Fence. There is also a Level I Minimum Support Facility (MSF). CSP-SAC has three of the four level of care identified by the Mental Health Services Delivery System, Correctional Clinical Case Management System, Enhanced Outpatient Program, and Mental Health Crisis Bed. CSP-SAC is on 882 acres, sharing this property with Folsom State Prison, Folsom Women’s Facility, and California Prison Industry Authority. In 2012, CSP-SAC was the first institution in California to achieve American Correctional Association accreditation with 98.6 percent score.
