Overview: Title: Senior Project Manager – Systems Integration & Modernization Security Clearance: Secret Location: Tampa, FL (Due to the nature of the work and contract requirements, U.S. Citizenship is required.) Description: C3EL is seeking a Project Manager (PM) to lead systems integration and modernization programs in support of Department of Defense (DoD) customers. The PM will oversee integration efforts across command, control, communications, and IT systems, ensuring seamless execution from engineering design through installation, testing, and sustainment. This role is responsible for end-to-end project execution, customer engagement, and lifecycle management. The PM will ensure strict compliance with contractual, cost, schedule, and performance requirements while directing multidisciplinary teams of engineers, technicians, and subcontractors. Responsibilities will include, but not be limited to: • Lead systems integration and modernization projects including AV/VTC, secure communications, data center builds, and enterprise IT infrastructure upgrades. • Serve as the primary point of contact with the Government for all project activities, status, and deliverables. • Manage the Work Breakdown Structure (WBS) for each deployment adhering to budgeted hours. • Manage stakeholder expectations with contracted scope of work. • Track logistics and procurement to ensure compliance with DoD acquisition policies, DFARS/FAR requirements, cybersecurity regulations (CMMC/NIST 800-171), and contract security requirements. • Supervise cross-functional teams to ensure performance, quality, and timely delivery. • Report daily and weekly status updates to stakeholders. • Hold interdepartmental teams accountable for project deadlines. • Develop and implement execution of PMO Standardization documents, contract requirements, PWS, QASP, and ISO 9001:2015-certified processes. • Coordinate with subcontractors and vendors, ensuring compliance with subcontract terms and C3EL quality standards. • Support proposal development, staffing plans, and transition activities for new and follow-on efforts. • Conduct regular financial reviews with senior leadership for project budgeting. • Drive continuous improvement initiatives within the PMO and across all assigned projects. Minimum Qualifications: • Active, in-scope DoD Secret clearance (TS/SCI preferred). • U.S. Citizenship. • 7+ years of program/project management experience with DoD contracts. • With 5+ years direct DoD integration experience. • Proven experience managing multiple on-going systems integration or IT modernization programs. • Strong background in systems engineering, installation, and sustainment of DoD C4ISR, IT, and/or AV/VTC systems. • Experience with cost, schedule, and performance management. • Demonstrated ability to lead diverse teams and manage subcontractor performance. • Excellent communication skills with ability to interface effectively with senior government stakeholders. Desired Qualifications: • Prior experience supporting USSOCOM, DISA, NIWC programs. • Familiarity with Earned Value Management (EVM) and ISO 9001 Quality Management Systems. • Experience with Salesforce/Unanet or equivalent GovCon ERP/CRM tools. • PMP or PgMP certification. Education: • Bachelor's degree in Engineering, Computer Science, Business, or related field.
