Summary This vacancy is for a Trade and Industry Analyst in the Defense Industrial Base Division (DIB), Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce. Duties Help As a Trade and Industry Analyst, you will perform the following duties: The duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of the selected employee. • Conduct industry surveys, industrial base assessments and analyze the health, competitiveness, and capabilities of the U.S. manufacturing and industrial base to support the national security and defense. • Evaluate a range of significant and complicated issues related to the U.S. industrial base, national security, and/or critical technologies. • Perform business and industry program management and associated functions. Develop new methods, organizational structures, and management processes. • Produce complex written products and visualizations based on trade, economic, technology, foreign policy, intelligence, and financial data. • Interact with other agencies, private sector elements, or the general public on matters requiring a credible and effective spokesperson related to the U.S. manufacturing and industrial base, national security, and/or critical technologies; present analytical briefings in various formal and informal settings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as: • Conducting trade and industry research and analysis related to the U.S. industrial base, national security, and/or critical technologies; and • Using data analysis tools to collect, organize, and evaluate data to identify key findings and trends; and • Assisting with preparing finished products, such as written materials and visualizations, that communicate analytical conclusions and assessments. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: • Conducting trade and industry research and analysis related to the U.S. manufacturing and industrial base, national security, and/or critical technologies; and • Using data analysis tools to collect, organize, and evaluate data to identify key findings and trends; and • Drafting finished products, such as written materials and visualizations, that communicate analytical conclusions and assessments; and • Presenting analytical briefings to senior leaders, interorganizational partners, industry, and/or organization's leadership; and • Establishing and maintaining working relationships with multiple stakeholders. Education See Qualifications Above. NOTE: Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
