Position Overview The Counterintelligence (CI) Analyst - Senior / Team Lead will serve as both an operational leader and subject matter expert, directing CI activities to safeguard national security interests against foreign intelligence threats. This role integrates technical CI tradecraft with project management responsibilities to ensure mission success. The Team Lead will oversee daily operations, manage production schedules, allocate system resources effectively, and foster strong customer and interagency relationships. Additionally, the analyst will be responsible for cost, schedule, performance, and risk mitigation across CI projects involving systems, tools, equipment, software, and facilities. As a senior practitioner, the Team Lead will conduct and direct CI functional services, investigations, operations support, collection management, and analysis. This includes developing leads, producing CI reporting products, conducting strategic risk assessments, briefing senior leadership, and ensuring operational continuity across multiple mission areas. The position requires strong leadership in coordinating teams, resolving production-related challenges, and enhancing enterprise-wide CI posture through technical and operational expertise. • Lead and manage project operations to ensure CI activities meet performance goals, production schedules, and mission deliverables. • Oversee CI functional services, investigations, collection management, and analytic operations to counter foreign intelligence threats. • Develop and implement risk mitigation strategies across CI programs, ensuring alignment with organizational priorities. • Coordinate with customers, stakeholders, and interagency partners to strengthen CI policy, procedures, and operations. • Supervise, mentor, and evaluate CI team members, fostering professional growth and mission success. • Direct the production of CI assessments, briefings, and reporting products for senior leadership and stakeholders. • Resolve production-related issues, ensuring efficient utilization of systems, tools, and resources. • Bachelor’s degree required; Master’s degree preferred. • Minimum of twelve (12) years of direct counterintelligence experience, including • * CI functional services 3 years • CI investigations 3 years • CI operations support 2 years • CI collection management 2 years • CI analysis 2 years • Federal CI/investigative training (e.g., DoD CI Special Agent Course, FBI Basic). • Active TS/SCI with CI Polygraph eligibility. Required Skills • Proven experience in managing projects with responsibility for cost, schedule, and performance. • Proficiency in lead development, targeting, and operational execution. • Expertise in strategic risk assessments, CI policy development, and interagency coordination. • Strong ability to brief senior leadership and author high-quality CI reporting products. • Demonstrated leadership in supervising teams and aligning technical CI operations with organizational goals.
