The Senior Communications Specialist provides strategic communications and content development support to the Project Manager and Managing Director, translating research insights and strategic direction into practical communications products for the U.S. Army Corps of Engineers (USACE). This role focuses on developing toolkits, messaging frameworks, and stakeholder engagement materials that enable leadership and program teams to consistently communicate USACE Civil Works priorities and positioning. Working closely with the a team of experts the Senior Communications Specialist transforms analytical findings and strategic guidance into accessible communications tools, narrative frameworks, and briefing materials that support enterprise alignment and stakeholder engagement across USACE. This role is contingent upon contract award in April. Responsibilities • Develop communications toolkits, messaging frameworks, and narrative guidance aligned with the approved strategic positioning and communications architecture. • Draft communications products, including stakeholder toolkits, briefing materials, executive talking points, FAQs, and strategic messaging guidance. • Translate research findings, stakeholder insights, and strategic recommendations into clear, actionable communications materials for leadership and program teams. • Support the development of campaign concepts, engagement strategies, and content packages aligned with Civil Works priorities. • Produce stakeholder-facing communications resources, including messaging guides, engagement playbooks, and narrative summaries. • Support development of event communications packages, including strategy one-pagers, stakeholder maps, talking points, and after-action summaries. • Assist in preparing leadership briefings, presentations, and communications plans for internal and external audiences. • Ensure all communications materials align withDepartment of the Army and USACE brand and public affairs guidance. • Collaborate with analysts and researchers to ensure communications products accurately reflect analytical insights and strategic recommendations. • Support the Project Manager in coordinating deliverable development and maintaining consistent messaging across project outputs. Required Qualifications • Minimum 8 years of experience in strategic communications, public affairs, communications consulting, or federal communications support. • Demonstrated experience developing communications toolkits, messaging frameworks, stakeholder engagement materials, or campaign content. • Experience supporting messaging architecture development for senior executives. • Strong writing and editing skills with experience producing executive-level communications materials and briefing documents. • Experience translating complex policy or technical concepts into clear and accessible communications products. • Ability to coordinate across analytical, policy, and leadership stakeholders to produce integrated communications deliverables. Preferred Qualifications • Experience working with U.S. Army or USACE communications environments. • Background in policy communications, infrastructure communications, or public-sector modernization initiatives.
