About the role: Bixal is seeking a Senior Manager of Content Strategy to oversee the development and delivery of high-quality communications products that support national education and family engagement initiatives. This role blends subject matter expertise, digital strategy, and leadership in content management to ensure that resources are accurate, engaging, and accessible to diverse audiences. The Senior Manager of Content Strategy will also help support Bixal’s content strategy consulting practice, manage individual contributors on projects and participate in business development activities. You will serve as a senior leader within the practice and as a subject matter expert on billable projects where you will lead the development, planning and implementation of content strategies. This role requires a proactive, iterative, and user-centered mindset, with the ability to pivot quickly in a continuous learning environment. Ideal candidates bring experience in product management, agile delivery, and technical oversight within government or mission-driven spaces, along with strong bilingual English/Spanish communication skills. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with four one-year option periods. Compensation: The salary range for this role is $130,000 – $140,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities: Practice Area Management: Manage and develop a team of content strategists in providing a wide range of deliverables and support services to federal clients. Manage individuals, lead and mentor junior staff. Support content strategy needs with cross-functional teams. Work with practice area leadership to enhance the content team's expertise in alignment with industry best practices. Continuously seek ways to improve client service and identify opportunities for expanding client relationships. Foster collaboration within the content strategy team and across all practice areas. Educate colleagues and client stakeholders on the importance of content strategy and its role within the overall customer experience. Contribute to Bixal’s brand awareness by attending and networking at conferences, drafting blog articles. Client Delivery: Serve as senior level subject matter expert for select engagements. Maintain an understanding of client information, including business strategy, services, and stakeholders. Manage staffing needs; work with other managers to assign individual responsibilities. Monitor quality of work products to ensure the team’s deliverables are comprehensive, thoughtful, measurable, and on message. Product Strategy & Leadership Own the strategy and execution for deliverables in content planning, development, and publishing across web, digital, and print platforms. Provide subject matter expertise in early childhood education, program management, family engagement, and community support. Lead cross-functional teams to ensure consistent messaging, accuracy, and compliance with editorial standards. Manage a team in content workflows, including assignments, reviews, approvals, and delivery under tight deadlines. Engage with executive-level stakeholders on overall content strategy and deliverables. Support and enhance online platforms and virtual communities to foster collaboration and knowledge sharing. Ensure accessibility, clarity, and readability across all communications products. Mentor and support junior content staff, editors, and liaisons as needed. Apply analytics and feedback to improve communications strategies and increase audience engagement. Other relevant duties as assigned, trained, and qualified to perform Qualifications: 10+ years of total professional experience 3 years' experience leading content strategy solutions in a cross-functional environment Bachelor's degree in related field. Experience supporting and mentoring junior team members. Proven ability to work within an Agile framework to execute content strategies for large digital products Understanding of the U.S. Web Design System (USWDS) and federal accessibility standards (Section 508/WCAG). Proven success working with Drupal to conduct content inventories and analysis, create content models, and craft content editorial and governance plans. Experience crafting well-researched and user-centric content; demonstrated ability to turn complex topics into compelling, digestible, and engaging narratives. Ability to execute best practices for incorporating data driven insights to optimize content with the ability to interpret and translate data into meaningful insights, strategies, and plans. Experience in incorporating cross-functional findings such as user research reports, usability testing outcomes, analytics reports, and technical and business requirements to ensure iterative improvements to content development, content organization and SEO. Excellent verbal and written communication skills. Experience creating a wide variety of deliverables aligned to our client's strategies and missions. Experience working with federal government agencies. Ability to undergo and obtain a Public Trust security clearance. Nice to Have Skills and Experience: Bilingual proficiency in English and Spanish. PMP certification. At least 5 years of experience working in a Head Start program or supporting Head Start initiatives. Experience working with federal agencies, ideally HHS, ACF, or OHS.
