Candidates must have a bachelor’s degree and at least five years of relevant IT project management experience on large Federal Government IT modernization contracts. Experience with Agile methodologies and managing cross-functional teams is essential.

About the role: The Project Manager serves as the primary liaison with the U.S. Department of Transportation (DOT) stakeholders. In this role, you will ensure clear, consistent communication, alignment with DOT’s digital modernization objectives, and delivery of secure, high-quality web and application solutions that comply with federal standards. You will oversee a multidisciplinary team, guiding day-to-day work through Agile methodologies and ceremonies. The Project Manager coordinates the full lifecycle of web modernization activities, including discovery, content and design updates, iterative development, user testing, accessibility compliance, and deployment. You will ensure deliverables meet Section 508 and DOT technical requirements, track progress using tools like Jira or GitLab, and support effective collaboration with federal stakeholders to ensure solutions meet user, business, and mission needs. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with four one-year option periods. Compensation: The salary range for this role is $115,000 – $125,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities: Serve as point of contact with DOT Web Agility 3 stakeholders, ensuring proactive communication, alignment on objectives, and visibility into progress across tasks and work orders. Oversee and coordinate the activities supporting the web modernization effort, including UX designers, developers, content strategists, researchers, and DevSecOps engineers. Lead Agile ceremonies (e.g., sprint planning, backlog grooming, stand-ups, retrospectives) and ensure consistent adoption of Agile best practices across the project team. Track and report progress using DOT-approved project management tools (e.g., Jira, GitLab, Confluence), ensuring transparency and accuracy across all tasks. Coordinate discovery, content audits, design updates, development, testing, and deployment activities in alignment with DOT digital strategy, web governance, and technical requirements. Ensure all deliverables meet DOT technical standards, web modernization requirements, and Section 508 / accessibility compliance expectations. Facilitate strong collaboration with DOT stakeholders to ensure solutions support mission needs, improve user experience, and enhance DOT’s public-facing digital presence. Other relevant duties as assigned and qualified/trained to perform Qualifications: Bachelor’s degree, plus at least five years of relevant IT project management lead experience on large Federal Government IT modernization contracts. Demonstrated experience managing Agile software development projects. Demonstrated experience supervising large cross-functional teams. Expertise in Agile, Scrum, and SAFe methodologies. Experience using JIRA, Confluence, GitHub, and other Agile tools for project tracking. Ability to manage multiple teams, sprint planning, and backlog prioritization. Familiarity with government digital services, design systems, and accessibility standards is a plus. Nice to Have Skills and Experience: SAFe certification (SAFe Scrum Master or SAFe Agilist). Project Management Professional (PMP) certification. Experience with the U.S. Web Design System (USWDS) or other design system frameworks and it’s application in government systems. Knowledge of Human-Centered Design (HCD) and user research methodologies. Experience with Salesforce or similar platforms.
