Bike Delaware is seeking a Director of Engineering (“DoE”) to be the technical backbone of our statewide advocacy, turning data and feasibility studies into real-world safety improvements and new cycling infrastructure. To support this work, Bike Delaware provides a unique professional development path, including direct technical instruction from world-leading Dutch engineers in the Netherlands. About Bike Delaware Bike Delaware is an independent, grassroots, nonprofit founded in 2010 to make cycling and walking safe and convenient transportation options in Delaware. Bike Delaware treats road safety as a design problem, not as something that we realistically expect a vague “Complete Streets” policy to fix. We prioritize the innovative engineering work that actually protects people and saves lives. We bring that same hardheaded rigor to the political arena, where we’ve secured the most progressive bike laws in the U.S. and unprecedented investments in Delaware’s transportation trail network. Bike Delaware pursues its charitable mission primarily through three campaigns: • Everyone Gets Home • Goal: Eliminate traffic fatalities in Delaware (drivers, pedestrians and cyclists). • All Ages and Abilities Cycling • Goal: Create front-door access for everyone in Delaware to a "low stress" bicycle network that is safe for people of every age and every ability to use to get wherever we want to go using a bicycle. • Complete Communities • Goal: Reduce the average number of miles that Delawareans drive each year via more flexible development policies and a more multimodal transportation system that incorporates expanded transit options so that, over time, Delaware families become less car-dependent. Key Responsibilities The DoE will work closely with Bike Delaware’s Executive Director and will provide engineering expertise and leadership for the organization as it pursues its charitable mission. Key aspects of the role: • Data Analysis: Analyze and model traffic safety data to identify patterns and opportunities to reduce fatal crashes by changing infrastructure. • Technical Leadership: Conduct engineering feasibility and cost studies for the Everyone Gets Home and All Ages and Abilities Cycling campaigns. • Strategic Advocacy: Form professional relationships with government officials, consultants, community leaders and advocates to move projects from ideas to shovels in the ground. • Technical Authority: Provide an authoritative engineering perspective in relevant public meetings and serve as the technical spokesperson for Bike Delaware. • Public Education: Organize the program for the annual Everyone Gets Home Summit traffic safety conference. Qualifications • Licensure: Valid Civil Engineering PE license (required) • Technical Feasibility & Estimating: Demonstrated experience conducting engineering feasibility and cost studies to move infrastructure projects from concept to implementation (required) • Mindset: A stubborn commitment to data-driven safety and a passion for multimodal transportation (required) • Experience: 5+ years in transportation engineering or traffic safety (desired) • Skills: Proficiency in GIS, CAD, and Synchro (desired) Professional Attributes • Self-Directed: Ability to work independently and manage projects from conception to completion with minimal supervision • Deadline-Driven: Ability to meet deadlines, particularly in coordination with legislative calendars or grant cycles • Analytical Rigor: Ability to produce defensible cost estimates and feasibility assessments that can withstand scrutiny from government agencies and skeptical stakeholders • Statewide Mobility: Willingness and ability to travel throughout Delaware to conduct site visits, attend public meetings, and meet with stakeholders. (A valid drivers license is required, ironically and unfortunately, for now.) Work Environment & Schedule Reports to: Executive Director Location Flexibility: This is a remote-first position. While Bike Delaware is a statewide organization, there is no requirement to report to a physical office. The DoE will work from their own home office, though they must be located either in Delaware, or within a reasonable distance of Delaware, to accommodate in-person meetings and site visits. Path to Full-Time: Our goal is for this to be a full-time leadership position. However, we are flexible regarding the start date and initial commitment. For the right candidate, we are open to an initial part-time arrangement (e.g., 20 hours per week) with a structured transition to full-time as project needs and organizational capacity grow. Compensation and Benefits: This role is initially offered as a professional services contract (1099). A core component of this arrangement is a guaranteed investment in the DoE’s professional development, featuring direct instruction and technical training from world-leading Dutch engineers in the Netherlands. As the position transitions from part-time to full-time, Bike Delaware intends to transition the role into a permanent staff position with a comprehensive benefits package.
