Overview BerryDunn is seeking a Systems Design Subject Matter Expert (SME) with strong Product Owner and Senior Business Analyst experience to join our Medicaid Practice Group. This position will support client work for a State Health and Human Services (HHS) agency that has requested project management and support services to deliver business process redesign, release management, and system implementation support. The Systems Design SME will bring specialized knowledge and skills that empower our clients to make informed decisions throughout the lifecycle of a project, including defining business requirements, conducting data analysis, supporting the management of the SDLC, developing release training, and leading UAT efforts. This position offers flexibility in work location, including fully onsite, hybrid, or remote arrangements. The preferred location is Kapolei, Hawaiʻi, or the U.S. West Coast. Regardless of location, the role requires working Hawaii Standard Time (HST). Travel Expectations: Travel to client sites can range up to 50%. You Will Define and document detailed business requirements for system enhancements and new initiatives. Drive product vision, roadmap, and prioritization aligned with business objectives. Support the coordination of release planning, execution, and communication across stakeholders. Support User Acceptance Testing (UAT) planning, execution, and issue resolution. Perform data analysis to support decision-making and ensure data integrity. Apply expertise in eligibility systems to optimize processes and ensure compliance. Engage with cross-functional teams and stakeholders to align requirements and deliverables. Update project documentation consistently and convey updates to senior management. Develop positive relationships with team members and clients. Participate in staff/team meetings and trainings. Conduct frequent, clear, and consistent communication with clients, team members, vendors, and direct reports. Initiate and maintain collaboration across workstreams and initiatives. You Have Required Qualifications/Experience Proven experience supporting Product Owner responsibilities and direct experience as a Senior Business Analyst in complex enterprise environments. Experience with projects focused on eligibility, systems development and implementations, Health and Human Services (Medicaid, SNAP, TANF, Child Welfare, Child Support, etc.), and/or Medicaid program operations and/or policy. Experience managing contract/vendor change management for a State Government system implementation. Three years of experience working with State Medicaid agencies. Strong understanding of business requirement definition, release management, and UAT processes. Expertise in data analysis and eligibility systems. Strong communication skills and attention to detail. Demonstrated ability to excel in a team setting. Strong experience with Microsoft Excel, Word, and PowerPoint. Preferred Qualifications/Experience (in addition to the above): Bachelor's Degree (BA/BS) - may substitute four years of applicable experience for a degree. CSPO (Certified Scrum Product Owner) certification. TOGAF certification or equivalent experience in enterprise architecture. Prior consulting experience, experience working in/with the public sector, relevant independent consulting experience, or prior employment with a software vendor. Compensation Details The base salary range targeted for this role is $95,000 - $110,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
