Title: Senior Project Manager Workers Compensation Policy Administration Systems (PAS) Implementation Experience Location: 100% Remote supporting CST Hours Duration: 12 Months Rate: Negotiable Job Description: Role Overview Lead the end-to-end delivery of a Workers Compensation Policy Administration and Billing transformation for commercial P&C carriers. As the senior delivery owner, you will serve as the primary client interface and single-threaded leader accountable for scope, schedule, budget, quality, and outcomes across discovery, design, build, testing, and rollout. You will orchestrate cross-functional SI and client teams to deliver a production-ready platform that meets regulatory, operational, and business objectives. Success Outcomes This role is accountable for achieving measurable delivery and business results, including: On-time, on-budget delivery of a production-ready Workers Compensation PAS and Billing solution Clear solution blueprint and delivery roadmap aligned to business objectives, regulatory requirements, and operational readiness Predictable execution cadence, demonstrated through transparent milestones, release forecasts, and quality metrics High client confidence and satisfaction, resulting in long-term partnership End-to-end functional coverage across intake, underwriting, rating, forms, policy servicing, billing, and integrations Regulatory-compliant solutions aligned to WC bureaus, reporting standards, and industry best practices Successful migration of legacy Workers Compensation policies and billing data to the target PAS with validated accuracy, completeness, and reconciliation Minimal business disruption during conversion and cutover, with controlled transition of in-force policies, financials, and historical data Core Responsibilities Program Leadership & Accountability Act as the single accountable owner for delivery across the full project lifecycle Own SOW adherence, financial performance, resourcing strategy, and delivery commitments Establish and manage the integrated master plan across functional and technical workstreams Delivery Execution Lead inception and discovery, define MVP and phased delivery scope, and align stakeholders on success criteria Drive day-to-day execution across product, architecture, engineering, data, QA, DevOps, security, and documentation Establish and enforce delivery governance, cadence, and reporting for both client and internal leadership Manage dependencies, risks, issues, and change control with a proactive, solutions-oriented approach Ensure release readiness through quality gates, testing discipline, and SDLC controls Lead the strategy, planning, and execution of legacy data conversion, including policy, billing, financial, and historical data Coordinate conversion scope, sequencing, and cutover strategy across client SMEs, technical teams, and third-party partners Establish and manage data validation, reconciliation, and sign-off criteria to ensure conversion accuracy and auditability Drive execution of mock conversions and production cutover, ensuring readiness across downstream systems and business operations Client & Stakeholder Management Serve as the primary executive-level point of contact for the client Lead steering committee meetings, executive readouts, and milestone reviews Build trusted relationships with client executives and delivery leaders while maintaining firm control of scope and priorities Compliance & Industry Alignment Ensure solutions comply with Workers Compensation bureau and regulatory requirements (e.g., NCCI, ISO, independent bureaus) Partner with functional SMEs to validate regulatory reporting, rating, and operational workflows Required Qualifications 10+ years leading large-scale software or platform implementations, preferably in regulated industries 5+ years delivering Commercial P&C solutions, with deep exposure to Workers Compensation Proven experience leading SI-delivered PAS implementations from discovery through go-live Strong command of estimation, planning, dependency management, risk mitigation, and change control Practical experience applying and tailoring Agile, hybrid, and Waterfall delivery models Hands-on experience with modern PAS platforms and ecosystems (policy, billing, integrations, reporting) Demonstrated ability to make decisions under ambiguity, manage executive expectations, and drive outcomes Exceptional client-facing, written, and executive-level communication skills
