(Military Veterans and HUBZone candidates are highly encouraged to apply) Role Overview: BDR Solutions, LLC is seeking an experienced Data Governance Analyst to provide advanced governance expertise to support DHA’s data governance and readiness mission. This role focuses on supporting DHA’s data governance initiative to fundamentally transform the agency’s complex and fragmented data landscape into a coherent, trusted and agile information ecosystem. This role will help align the Military Health System (MHS) data strategy with DoDs VAULTIS framework through the use of data governance best practices. This position is primarily remote with travel as requested. It requires availability during EST business hours. This position requires US Citizenship with Secret Security Clearance or the ability to obtain one. Responsibilities and Duties (Included but not limited to): Support the comprehensive identification and documentation of all relevant data assets (e.g., databases, data lakes, applications) across the DHA enterprise. Capture, categorize, and manage comprehensive metadata, including detailed technical, business, operational, and security attributes. Contribute to the creation and maintenance of a searchable Data Dictionary, establishing standardized data element definitions, data type specifications, formats, allowable values, and business rules for all cataloged data elements. Document and visualize end-to-end data lineage, showing data flow from source systems through transformations (ETL/ELT processes). Ensure proper classification of data assets, clearly identifying sensitive information such as PII, PHI, CUI, and classified data. Establish and track assignments for data owners, data stewards, technical stewards, and subject matter experts for each data asset and data element. Contribute to the development of the Federated Governance Playbook and supporting documentation, outlining domain-level responsibilities for data stewardship, access control, metadata management, and data sharing policies in a multi-domain environment. Ensure workflow capabilities allow linking data assets and elements to relevant DHA policies, standards, and regulations for governance processes (e.g., data request approvals, policy updates, issue resolution). Document and implement comprehensive policies and processes governing the entire data lifecycle, from creation and storage to retention, archival, and secure disposal, ensuring ongoing compliance. Maintain clear audit trails for tracking changes, policy adherence, and ensuring accountability across data assets. Implement management indicators and quality metrics for metadata accuracy and completeness. Contribute to data quality issue tracking and resolution workflows. Conduct user acceptance testing (UAT) and usability evaluations of the Enterprise Data Catalog (DHA-EDC) and self-service portals with diverse stakeholders, including staff at Medical Treatment Facilities (MTFs) and Headquarters (HQ) elements. Requirements Bachelor’s degree in Business, IT, Healthcare Administration, or related field, (Bachelor’s degree - Can be substituted for High School Diploma/GED and four (4) additional year’s relevant experience.) 3 years relevant experience, including significant experience with supporting federal healthcare programs, preferably with the Department of Veterans Affairs or Department of Defense. Knowledge of industry standard data management frameworks (DAMA DMBOK, DCAM, CMMI) Experience working with Agile, SAFe, or hybrid project management frameworks Proficiency in producing documentation for reporting to executive level stakeholders. Must be able to obtain and maintain a SECRET security clearance Excellent verbal and written communication skills Ability to collaborate across cross-functional teams, including IT, clinical, administrator and vendor stakeholders Must be eligible to work in the United States without sponsorship due to clearance requirement Ability to obtain SECRET security Clearance Preferred Qualifications and Core Competencies: Active SECRET security clearance Prior, successful experience working in a remote environment Experience with Electronic Health Record (EHR) systems implementation a plus Experience working on federal government contracts, preferably centered around healthcare In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance.
