About the Job Bancroft Construction Services (BCS) provides environmental consulting, stormwater compliance, and regulatory support services for infrastructure, utilities, renewable energy, transportation, and public agency clients throughout California. Our multidisciplinary teams support projects from early planning through construction by delivering high-quality compliance solutions that meet regulatory requirements and client objectives. We are seeking an experienced Stormwater Program Manager to lead and grow our Stormwater Program while managing complex projects, client relationships, budgets, schedules, compliance oversight, and multidisciplinary teams. This role is ideal for a senior-level professional who combines deep regulatory expertise—particularly in MS4 and CGP programs—with strong operational leadership and a “player-coach” mindset. This is a remote position office-based work with occasional travel to project sites in California. Role is open to applicants who reside in California. Position Summary The Stormwater Program Manager is responsible for the overall leadership, execution, quality, regulatory compliance, and financial performance of the Stormwater Program. This role owns project scope, budgets, schedules, and operational performance across all stormwater-related contracts, including MS4 municipal programs and CGP-regulated construction projects. In addition to project delivery, the Stormwater Program Manager leads, mentors, and develops stormwater staff while driving program growth, proposal strategy, and client expansion. This position serves as a member of the company Leadership Team, contributing to companywide initiatives and participating in weekly and quarterly in-person Leadership Team meetings. Duties & Responsibilities • Lead and oversee complex stormwater compliance projects from initiation through closeout • Provide leadership and oversight for MS4 programs, including municipal and public agency compliance support • Ensure compliance with the California Construction General Permit (CGP) across active construction projects • Support and expand services related to the Industrial General Permit (IGP) where applicable • Own project scope, budgets, schedules, and margins; ensure projects are delivered on time and within budget • Manage all stormwater program contracts, including invoicing, revenue tracking, and financial forecasting • Serve as the primary client relationship manager and trusted advisor for stormwater compliance matters • Oversee major stormwater contracts, including large infrastructure, utility, and public agency programs • Provide technical leadership and regulatory expertise in stormwater compliance and construction-phase environmental requirements • Serve as Qualified Stormwater Developer (QSD), signing SWPPPs, WPCPs, and ESCPs • Oversee Qualified Stormwater Practitioner (QSP) activities and ensure regulatory compliance • Direct compliance oversight, quality assurance, and deliverable coordination • Lead, mentor, and manage stormwater team members, including workload planning, accountability, hiring, performance reviews, and professional development • Develop program scopes, budgets, and schedules in collaboration with clients and internal teams • Prepare and manage bids, proposals, and cost estimates; develop proposal strategy to support program growth • Identify new client opportunities and expand existing accounts • Monitor operational and financial performance of the Stormwater Program and implement improvements as needed • Anticipate compliance risks, scope changes, and regulatory challenges; proactively develop solutions • Collaborate with internal teams, clients, agencies, contractors, and subconsultants • Represent the Stormwater Program on the Leadership Team and contribute to companywide strategic initiatives • Perform other duties as assigned Qualifications & Skills Required Qualifications • Bachelor’s degree in Civil Engineering, Environmental Engineering, Environmental Science, or related field • Active Qualified Stormwater Developer (QSD) certification • 8–12+ years of experience in stormwater compliance, construction-phase environmental compliance, or related consulting • Extensive experience with MS4 programs required (preferably supporting public agencies) • Direct experience implementing and managing compliance under the California Construction General Permit (CGP) required • Demonstrated experience managing complex projects, including scope, budget, schedule, and financial performance • Proven ability to lead, mentor, and manage multidisciplinary teams • Strong working knowledge of stormwater regulations and State and Regional Water Board requirements • Experience serving as a primary client contact with a track record of repeat business • Valid driver’s license with satisfactory driving record • Ability and willingness to travel to project sites as required Preferred Qualifications • Experience with the California Industrial General Permit (IGP) preferred • Professional Engineer (PE) license • Experience supporting utility, renewable energy, transportation, infrastructure, or municipal programs • Familiarity with Caltrans, State Water Board, and Regional Water Board requirements • Experience operating within an EOS or similarly structured accountability-based management system • PMP or related project management certification Work Environment This is a remote position involving office-based work and occasional site visits and may include: • Travel to project sites throughout the California • Outdoor site visits in variable weather and terrain • Coordination with field compliance teams • Occasional long or irregular hours to meet project demands Candidates must be able to safely perform site visits and field coordination duties.
