You can learn about our benefits here: https://humanresources.baltimorecity.gov/hr-divisions/benefits Job Summary The Investigative Specialist is responsible for performing professional administrative work assisting in investigations conducted and managed by the Baltimore City Fire Department’s Office of Professional Standards. The incumbent will support the investigative process by assisting in investigations, reviewing documentation, and aiding in research and professional development. - Key responsibilities include conducting investigative research, documenting violations, collecting and preserving evidence, analyzing case documentation (such as audio recordings, photographs, payroll records, body-worn camera footage, and police reports), conducting preliminary interviews, preparing reports, and recommending appropriate investigative and disciplinary actions. - Work hours are typically Monday through Friday but may include some evenings and weekends as operational needs require. Essential Functions Conduct and assist in conducting investigations, guided by departmental policies. Interpret state statutes, city ordinances, and internal policies regarding public safety laws and city regulations. Prepare investigative packets and legal documents. Interview complainants, witnesses, and accused parties to obtain relevant case information. Pursue investigative leads and conduct targeted social media and database searches to identify and locate individuals involved in alleged misconduct. Collect and analyze documentary evidence to support investigations. Prepare detailed reports documenting investigative activity and findings. Conduct disciplinary investigations into complaints of alleged misconduct or policy violations. Perform investigative audits and inspections on departmental activities to ensure the efficient use of resources. Testify as an expert witness, defending investigative methods and findings. Maintain records, report progress, and ensure thorough documentation of investigative processes. All other tasks and responsibilities as assigned Minimum Qualifications Education: Have a High School Diploma/GED. Bachelor's degree preferred but not required. AND Experience: Possess at least two (2) years of investigative experience in any relevant discipline, including but not limited to criminal or civil investigations, internal or administrative investigations, evidence analysis, interviewing, report writing, policy review, and regulatory or administrative compliance. OR Equivalency Notes: Have an equivalent combination of education and experience. Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE. NOTE: YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER’S LICENSE WITH APPLICATION AT TIME OF APPLYING. Knowledge, Skills, and Abilities Knowledge of investigative methods, techniques, and procedures. Familiarity with departmental policies and procedures. Strong skills in conducting interviews and interrogations. Ability to interpret and apply rules, regulations, and policies related to criminal, civil, and administrative investigations. Demonstrate sound judgment and ability to remain calm under stressful conditions. Strong oral and written communication skills. Ability to establish and maintain effective working relationships with colleagues, governmental employees, and officials. Ability to interact effectively with the public. Capability to prepare reports justifying investigative findings. Ability to accept feedback and work within an organization with strict rules and regulations. Successful completion of mandated departmental training programs. Proficiency in operating motor vehicles safely and efficiently. Additional information Background Check Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed. Probation All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
