Provide configuration management support including documentation design, change authorization, process improvement, and leadership for the F-35 Joint Program Office with hybrid onsite and remote work. | Requires active DoD Secret clearance, 3+ years in aircraft systems configuration management, 6+ years program management experience, onsite presence 2-3 days weekly, and proficiency in DoD CM policies and procedures. | Position Description Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our Configuration Management (CM) Analyst will have the opportunity to provide most of the support from a Hybrid/Telework schedule and will only have to commute to Crystal City, Arlington, VA 2 days a week. This position supports the F-35 Directorate of Acquisition and Integration (DA&I) in its role managing JPO functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition. In this role, you will: • Design and establish configuration management documentation. • Authorize the release of drawings, and software configuration changes specified by the JPO and other cross functional groups. • Provide advice and guidance on methods, procedures, and requirements to individuals responsible for the creation of documentation. • Plan and implement methods to improve response times and effectiveness. • Participate in special studies. • May provide leadership for lower-level employees and other colleagues at the JPO and in industry. • Provide direction to subordinate CM analysts, or directly perform data management tasks as required by the JPO. • Support DA&I in the management and approval of configuration management/data management by the JPO Change Review Board (JCRB), and JPO Configuration Control Board (JCCB). • Assist the International Directorate in supporting National Deputies and their assistants in representing each of the F-35 Partner nations resident in the program. Get to know your recruiter: Qualifications To be successful in this role, you will have: • An Active DoD Secret clearance. • An Associates Degree • A minimum of 3 years of program experience in aircraft systems or similar configuration management. • A minimum of 6 years of experience in program management, technical or business analysis discipline. • The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. • Previous experience in configuration identification, control, audit, and status accounting; DOD configuration management policies, procedures, review cycles, instructions, and standards; engineering change proposal evaluations. • Previous experience with development, production, ancillary equipment, ground support equipment, test & evaluation, and fleet operations of a DoD and international acquisition aircraft program. • Previous experience evaluating Major Variance Requests, Specification Change Notices, Engineering Change Requests/Proposals, Manufacturing Build Records, Sustainment as Maintained Records and other documents. • Previous experience in providing guidance and assistance in configuration management and change control and ensuring that all Class I (Major) changes and variances are properly processed and dispositioned. • Previous experience in collecting and maintaining process metrics and reporting techniques to ensure compliance with DOD level Data Management Program policies and procedures. • To travel up to 10% Addtional Desired Skill: • * Microsoft Offices to include: Outlook,Teams, SharePoint, Excel, Word, and PowerPoint If you are interested in supporting and working with our military and a passionate Serco team. A successful candidate will assume a critical role in overseeing and leading engineering and technical services to support maintenance and planning for the overhaul and repair equipment and systems associated with U.S. Navy Aircraft Carriers (CVNs) and U.S. Navy Surface Ships. This position is contingent upon your ability to maintain your DoD Secret level clearance. Serco's Naval Acquisition and Sustainment Operation is part of our high-performing Maritime, Engineering, Technology, and Sustainment Business Unit which provides critical services to nearly all U.S. Navy surface ships, submarines and craft and is achieving truly impactful outcomes. In this role you will: • Lead teams providing technical guidance to Ship's Force relating to work on Hull, Mechanical & Electrical (HM&E) and aviation equipment and systems which interface with combat support systems, and hull support items such as damage control equipment for flooding and fire, climate control/ventilation systems, tank and voids, plenums, etc., habitability improvements, and piping systems. Also encompassed are electrical generation, power and distribution systems including controllers, junction boxes, cabling, and cableways. • Lead the performance of inspections, examinations, analysis, repairs incidental to such and make recommendations in the areas of maintenance planning and/or repair as requested on naval propulsion and auxiliary machinery associated with high pressure steam propulsion plants, non-nuclear steam plant systems of nuclear powered Aircraft Carriers, and aviation systems associated with these naval propulsion plants and U.S. Naval Surface Force Ship propulsion plants and auxiliaries. • Liaison with ship's reactor department is required prior to accomplishing inspections, testing, and production work • Manage teams performing, assisting, or providing technical guidance on the performance of fault identification and support Ship's Force with physical repairs of the types of naval propulsion and auxiliary and aviation/flight deck equipment/combat systems and systems set forth herein • Responsible for technical support and advice to Ship's Force pertinent to the operation, overhaul, and repair of specific items of, auxiliary machinery, electrical, and hull support and aviation systems as directed by the appropriate technical authority. • Oversee the performance or provide guidance IAW Corrosion Control Assessment and Maintenance Manual (CCAMM) for the Maintenance System Work Package Planning (MSWP) (T-9630-ABMMD-010/all USN hulls) to Ship's Force with training, inspection and reporting of tanks, voids, plenums, bilges, catwalks, pump room decks, and Aqueous Film Forming Foam (AFFF) station decks. Perform or provide technical guidance in support of TYCOM Cableway Improvement Program (CIP) in accordance with NAVSEAINST 9304 series to Ship's Force with training, inspection, repair assistance and reporting. • Develop updated training package to the TYCOM and to the RMCs. Provide formal on-board operator and maintenance training to Ship's Force. • Develop Formal Work Packages (FWPs) and Controlled Work Packages (CWPs) in accordance with the Joint Fleet Maintenance Manual. • Manage personnel as required to support short-term and long-term contract efforts. • Cultivating positive relationships with internal and external stakeholders. Qualifications To be successful in this role, you will have: • Bachelor's Degree with a minimum of seven years' experience in related engineering management field, or Associates Degree with fourteen (14) years' experience in related engineering management field. • Five years' supervisory experience in the area of technical assistance, maintenance, or design related to Navy Aircraft Carriers/surface ships (as applicable) and • Three years should be closely involved with practical aircraft carrier/surface ship (as applicable) maintenance, design, operation, and other problems of main propulsion, auxiliary,electrical, and damage control equipment associated with shipboard level maintenance. • Two years direct experience with auxiliary, electrical, and damage control systems and included steam propulsion plants. • Two years direct experience with auxiliary, electrical and damage control systems for U.S. Naval Ships. • One year direct experience in Naval Nuclear Secondary Plant Systems and/or Non-Nuclear Interface Systems and verifiable knowledge of NNPI (for CVN Project Engineer position only). • Two years of supervisory experience. • A current DoD security clearance or able to obtain and maintain a Secret clearance post-employment. • United States (U.S.) citizenship. • Up to 25% of travel for CONUS/OCONUS may be required. • An ideal candidate will have experience as a U.S. Navy Engineering Duty Officer working collaboratively with major US shipyards (such as Norfolk Naval Shipyard) with direct experience in nuclear and non-nuclear operation, maintenance, repair, design, test, and modernization (SHIPALT/SCD) of HM&E, Electronic, Weapons Handling, and marine diesel engine equipment on aircraft carriers and submarines requiring detailed knowledge of technical specifications and standards. Knowledge, ability and skills: • Knowledge of best practice maritime processes and support methodologies to meet Maintenance, Repair, and Overhaul (MRO) requirements. • Ability to lead and manage large teams. • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
