The selected individual will lead contractor personnel supporting international procurement operations and serve as the primary point of contact between MCC and the contractor team. This position is responsible for overseeing project execution, ensuring high-quality deliverables, supporting procurement policy development, providing technical guidance, and assisting MCC partner countries with procurement operations in accordance with MCC policies and international donor-funded procurement standards. International Procurement Project Manager Tasks and Duties: • Serve as the primary point of contact between MCC and the contractor team. • Manage overall project execution, staffing, scheduling, resource allocation, and performance. • Develop and maintain project schedules, work plans, status reports, and other project documentation. • Oversee project deliverables and ensure quality assurance and quality control standards are consistently met. • Coordinate and support international procurement activities for MCC-funded programs and partner countries. • Provide technical guidance on procurement policies, procedures, guidance documents, and standard bidding documents. • Support the development and implementation of procurement tools, templates, and best practices. • Coordinate and facilitate procurement-related meetings, workshops, training sessions, and technical assistance activities. • Monitor project risks, identify issues, and recommend corrective actions to ensure successful project execution. • Collaborate with procurement subject matter experts supporting infrastructure, information technology, and international development projects. • Support market outreach initiatives and procurement planning efforts. • Prepare reports, presentations, and other documentation for MCC leadership. • Ensure compliance with MCC procurement policies, procedures, and contractual requirements. • Perform other project management and procurement support duties as assigned. International Procurement Project Manager Qualifications: • Bachelor's degree in Business Administration, Public Administration, Procurement, International Development, Project Management, Engineering, Economics, or a related field. • Minimum of 15 years of progressive experience managing procurement, acquisition, international development, or related government programs. • Demonstrated experience managing complex, multi-disciplinary projects involving multiple stakeholders. • Experience serving as the primary interface with senior government officials, clients, and project teams. • Experience managing project schedules, staffing, budgets, deliverables, performance metrics, and project risks. • Strong leadership, organizational, analytical, and problem-solving skills. • Excellent written, verbal, and interpersonal communication skills. • Ability to work independently while managing multiple priorities in a fast-paced environment. • Proficiency with Microsoft Office Suite. • Experience supporting international donor-funded procurement programs, such as the Millennium Challenge Corporation (MCC), World Bank, Asian Development Bank (ADB), African Development Bank (AfDB), USAID, or similar international development organizations is highly preferred. • French language proficiency is highly preferred. • Ability to travel domestically and internationally as required. Work Location: • Primarily remote. • Periodic work may be performed at Millennium Challenge Corporation Headquarters in Washington, DC. • Travel to MCC partner countries may be required. Travel Requirements: • Up to four (4) one-week trips annually to Washington, DC. • Up to two (2) one-week trips annually to MCC partner countries. Provide program oversight and operational support for nationwide IRS credentialing activities and ICAM initiatives. | Bachelor's degree and PMP certification with extensive federal program management experience required. | One Federal Solution is seeking Deputy Program Managers to support the Internal Revenue Service (IRS) HSPD-12 Credential Issuance and Maintenance Blanket Purchase Agreement (BPA) and Identity, Credential, and Access Management (ICAM) program operations. The selected individuals will provide program oversight, coordination, and operational support for nationwide credentialing activities while assisting the Program Manager in managing contract performance, reporting requirements, workforce management, and customer support activities in support of IRS credentialing operations and ICAM initiatives. Deputy Program Manager Tasks and Duties: Support management and oversight of contract performance and program execution activities. Plan, coordinate, and manage project and task-level activities supporting nationwide credentialing operations. Prepare and present project schedules, costs, deliverables, risks, and mitigation strategies to Government leadership. Support IRS ICAM and HSPD-12 program management activities. Attend ICAM, BPA, leadership, and program meetings as required. Prepare meeting agendas, meeting minutes, and action item trackers. Coordinate contractor work assignments and monitor completion of assigned activities. Support workforce management activities and staffing coordination efforts. Coordinate activities with the Contracting Officer's Representative (COR) and Government stakeholders. Track program action items and support issue resolution activities. Monitor travel budgets and expenditures and provide expenditure reporting. Prepare weekly, monthly, and ad hoc status reports as required by the Government. Maintain and support Quality Control Plan (QCP) activities and updates. Provide support to the IRS ICAM Headquarters office in Washington, DC as required. Advise Government leadership regarding effective utilization of information technology systems and business process improvements. Support business process reengineering and systems modernization initiatives. Ensure compliance with contract requirements, service levels, and performance standards. Support transition planning and knowledge transfer activities when required. Deputy Program Manager Qualifications: Bachelor's degree is required. Four (4) years of directly related experience may be substituted in lieu of the education requirement. Project Management Professional (PMP) certification is required. Seven (7) or more years of program management, project management, or operations management experience supporting federal programs, enterprise IT programs, or large-scale operations is preferred. Experience managing projects involving geographically dispersed teams and multi-site operations. Knowledge of HSPD-12 directives, PIV credentialing, FIPS 201, Public Key Infrastructure (PKI), and Federal Identity, Credential, and Access Management (FICAM) principles. Experience supporting credential issuance and maintenance operations. Experience using the USAccess system and supporting federal credentialing environments is preferred. Familiarity with Fixed and Mobile Credentialing Units, Fargo printers, laptops, desktops, copier and multifunction devices, and Light Activation Kits. Experience with Quality Control Plan (QCP) management, risk mitigation tracking, workforce management, and performance reporting. Strong analytical skills and ability to work independently on assigned tasks. Excellent written and verbal communication skills. Strong organizational and time management skills. Ability to manage multiple priorities in a fast-paced environment. Knowledge of Microsoft Access, Word, PowerPoint, SharePoint, and Excel is required. Must be available during Eastern Time business hours to support IRS, ICAM, COR, and leadership meetings and reporting requirements. Must be eligible to obtain and maintain IRS staff-like access under the IRS Minimum Background Investigation (MBI) standard, including a National Agency Check with Inquiries (NACI), tax compliance review, and credit check. Must be a U.S. Citizen or Lawful Permanent Resident in accordance with position requirements. Must remain compliant with federal tax obligations.
