Lead strategic direction, membership growth, and government relations for a health sector cybersecurity council. | Requires senior leadership experience in cybersecurity, government relations, coalition building, and health sector knowledge. | The Health and Public Health Sector Coordinating Council (HPHSCC), Cyber Working Group (HPHSCC-CWG) is an industry advisory council open to any US health companies including providers, pharmaceutical and medical technology companies, payers, and health IT entities. The HPHSCC-CWG (https://healthsectorcouncil.org/) collaboratively develops and publishes free leading practices, policy recommendations, and outreach programs to identify, mitigate, and respond to cybersecurity threats within the health sector. This role offers a unique opportunity to lead at the intersection of industry, technology, and national policy. POSITION SUMMARY The Executive Director position is a high-impact leadership role responsible for the strategic direction, membership growth, and operational continuity of the HPHSCC-CWG. The Director will serve as a cybersecurity liaison under the HPHSCC to the U.S. government, ensuring the private sector has a decisive "seat at the table" during federal policy discussions. Because this role is funded by Health-ISAC, the position reports to the President and CEO of Health-ISAC while remaining accountable to the HPHSCC-CWG Council Chair. The Executive Director will manage a minimum of one individual contributor while supporting the broader HPHSCC-CWG Council Executive Leadership team. ESSENTIAL RESPONSIBILITIES Strategic Leadership & Governance • Strategic Planning: Drive long-term initiatives, translate strategic priorities into operational realities, and manage leadership transitions to ensure seamless organizational continuity. • Charter Governance: Enforce the terms of the US Health Sector Resilience Council Charter and collaborate with Council Executive Committee leadership to periodically review, update, and draft improvements that reflect evolving sector needs. • Leadership Pipeline: Identify and cultivate a pipeline of senior executive leadership prospects for executive committee and chair/vice chair elections, managing the formal election process. • Membership Growth: Lead recruitment and engagement efforts, educating new members on maximizing their impact within the council. • Consensus Building: Facilitate agreement among diverse stakeholders for key decisions and sector-wide initiatives. • Workstream Management: Establish, recruit and manage member-driven task groups and other ad hoc workstreams aligned with the Council’s strategic planning; shepherd the work to completion, publication and promotion of final deliverables. External Relations & Advocacy • Government Relations: Cultivate, maintain, and manage high-level relationships with federal agencies and partners, including the White House, HHS, CISA, FDA, ODNI, and Congress. • Public Policy Development: Contribute senior-level expertise to critical infrastructure protection policies, drawing on deep knowledge of national and homeland security communities and processes, public-private partnerships, supply chain security, business continuity, and incident response • Sector Representation: Represent health sector interests before federal agencies, legislators, other critical infrastructure sectors, and key stakeholders to advance national policy, preparedness, and resilience Communications & Public Affairs • Primary Spokesperson: Serve as the primary voice and sector spokesperson of the HPHSCC-CWG to the media, government bodies, and the public regarding general priorities, specific initiatives, and publications. • Congressional Engagement: Draft and deliver congressional testimony, presentations, speeches, and related materials for yourself and council leadership during legislative cycles or periods of heightened attention. • Information Sharing & Branding: Oversee the evolving design, timely upkeep and performance analytics of the Council website; the delivery of best practices and other advisory publications; quarterly/annual reports; policy updates; webinars and conferences. Draft, edit, and finalize documentation to ensure consistency of brand, style, and quality across all internal and external communications. Administrative and Infrastructure Management • Oversee use of and improvement considerations for data and collaboration platforms for optimal membership, operational and strategic support, and identify strategic partners for potential solutions as necessary • Identify and execute needs and opportunities to solicit funds for special projects from membership with judicious prioritizing • Oversee and manage all aspects of semi-annual membership meetings, including venue host recruitment and advance work, theme and agenda setting and outcome objectives in consultation with Council leadership, negotiating sponsorship solicitation and recognition, and managing/overseeing all elements of meeting logistics QUALIFICATIONS, KNOWLEDGE, AND SKILLS A qualified Executive Director will be a broadly experienced leader who successfully navigates the intersection of business, operations, technology, government, and policy. • Industry Expertise: Proven industry association advocacy, coordination, and management.
