Manage federal grants through pre-award and post-award phases ensuring compliance and financial stewardship. | Extensive knowledge of federal grants regulations, financial and compliance monitoring, and ability to work independently with minimal oversight. | The Senior-Level Grants Management Analyst is a full-time position supporting the Federal Highway Administration's Grants Management Support Services contract. The position requires extensive knowledge of federal grants administration, 2 CFR Part 200 (Uniform Guidance), financial analysis, compliance monitoring, risk assessment, recipient oversight, and technical assistance. The Senior Analyst works independently with minimal government oversight while coordinating closely with FHWA program officials and grants management staff to ensure compliance, accountability, and effective stewardship of federal funds. The Senior Analyst provides support during both the pre-award and post-award phases of federal financial assistance programs. During the pre-award phase, the analyst reviews grant applications and supporting documentation, evaluates applicant eligibility, conducts budget and cost analyses, performs recipient risk assessments, and ensures compliance with statutory, regulatory, and program requirements. The analyst reviews SF-424 forms, budget narratives, indirect cost documentation, and other award materials to support funding recommendations and award decisions. Following award issuance, the Senior Analyst is responsible for monitoring recipient performance and ensuring continued compliance with federal requirements. Duties include reviewing financial and programmatic reports, conducting desk reviews, assessing internal controls, tracking corrective actions, reviewing reimbursement requests, processing award modifications, evaluating no-cost extension requests, and supporting grant closeout activities. The analyst also assists in identifying compliance concerns, mitigating program risk, and recommending appropriate corrective actions when necessary. Key responsibilities include: • Conducting grant application reviews and eligibility determinations • Performing budget analysis and cost allowability reviews • Conducting recipient risk assessments and compliance reviews • Monitoring grant performance and financial reporting • Reviewing audit findings and corrective action plans • Processing grant amendments, modifications, and closeout actions • Providing technical assistance and regulatory guidance to recipients • Developing monitoring reports, management reports, and compliance documentation • Supporting audit readiness and internal control activities • Working within GrantSolutions, PRISM, FMIS, SharePoint, Google Workspace, and related grants management systems

Manage the full proposal lifecycle for government contracts including research, writing, compliance, collaboration with SMEs, and submission. | Bachelor's degree and 3+ years of business development or proposal writing experience in government contracting with strong communication and project management skills. | Position Description and Responsibilities: The Business development/technical writer position reports directly to the CEO or other individuals as designated by the GMG CEO. The Business Development / Technical Proposal Writer is responsible for identifying and pursuing business opportunities within the federal, state, and local government sectors. This role requires expertise in proposal writing, government contracting, and business development to secure contracts that align with organizational objectives. The individual will manage the full proposal lifecycle, ensuring the submission of high-quality, compliant, and compelling proposals. This position supports GMG business development strategic objectives and program requirements. This position is full-time and is classified as exempt. Priorities • Perform daily research on SAM, GSA and RFP subscription services to identify potential opportunities and perform research intelligence on opportunities identified. • Prepare project plan for pipeline of approved opportunities with due dates and milestones, and report on proposal success rates. • Attend weekly meetings with CEO or Proposal Manager to discuss opportunity pipeline and priorities. • Work with H/R to source resumes for opportunities being pursued. • Lead the end-to-end proposal process, including planning, development, and submission of responses to RFIs, RFQs, RFPs, and unsolicited proposals. • Collaborate with subject matter experts, executives, and technical teams to gather and synthesize input for proposal content. • Write clear, concise, and compelling proposals that align with solicitation requirements and evaluation criteria. • Develop and maintain proposal templates, boilerplate language, and supporting documentation to streamline the proposal process. • Ensure compliance with all solicitation instructions and government regulations, including FAR/DFAR guidelines. • Prepare and attend oral presentations as needed. • Work with the H/R department to develop advertisements and job descriptions for recruitment of potential project positions. • Respond to all agency clarification requests on submitted opportunities by coordinating responses with all stakeholders and SME’s while ensuring that responses are received within the stipulated timeframe. • Prepare Past performance compilation and organize in GMG format and branding image. • Organize all GMG Graphics for proposals. • Assist with transitioning projects as necessary. • Support the development of capture plans, win strategies, and teaming arrangements for targeted opportunities. • Analyze debriefings and feedback to continuously improve the proposal process and outcomes. Qualifications Education • Bachelor’s degree in business administration, Communications, English, or a related field. Advanced degree preferred. Experience • 3+ years of experience in business development, proposal writing, or a related field, preferably within the government contracting sector. • Proven track record of winning government contracts. Skills • Exceptional written and verbal communication skills. • Strong understanding of federal acquisition processes, including FAR, DFAR, and Uniform Guidance. • Proficiency in proposal software (e.g., MS Office, Adobe Acrobat, SharePoint) and CRM tools. • Strong project management skills with the ability to prioritize tasks and meet tight deadlines. • Detail-oriented, analytical, and able to work independently or as part of a team.
