Position Overview The Policy Analyst provides critical support to the Export Controls Group (ECG) within DHS Science & Technology (S&T) by developing, analyzing, and coordinating export control policies and guidance. This role supports DHS's participation in interagency and international forums, helps shape regulatory responses to emerging technologies, and ensures internal policies reflect current legal and regulatory requirements. The analyst will collaborate with subject matter experts and stakeholders to ensure DHS’s export control posture is proactive, strategic, and aligned with U.S. national security interests. This position is based in Washington, DC and is contingent upon contract award. #LI-Onsite Key Responsibilities Policy Development and Support Draft, revise, and coordinate DHS export control policies, guidance documents, directives, and instructions. Conduct research and technical analysis of commodity jurisdiction/classification requests and provide assessments to federal stakeholders. Monitor and analyze changes in export control regulations and multilateral regimes; develop alerts and recommendations to guide DHS response. Support DHS participation in interagency and/or international export control meetings, including preparation of briefing materials and background documents. Strategic and Regulatory Engagement Prepare written products (e.g., reports, briefing decks, memos) to inform decision-making by senior DHS leadership and external stakeholders. Contribute to DHS responses to data calls, policy proposals, and information requests related to export controls and sensitive technologies. Identify and synthesize emerging trends or policy gaps with potential impact on S&T mission areas and export compliance obligations. Documentation and Coordination Track the development and approval history of all policy documents and ensure documentation aligns with internal processes and federal standards. Serve as a resource to program staff and DHS Components on matters of export control policy interpretation and implementation. Required Qualifications Secret clearance (TS/SCI preferred or ability to obtain). Bachelor’s degree in public policy, international relations, national security, or a related field (Master’s preferred). Minimum of 5 years of experience in policy analysis, regulatory compliance, or legislative/policy development, preferably in a national security or export control context. Strong understanding of export control frameworks (e.g., EAR, ITAR, OFAC) and familiarity with interagency coordination processes. Excellent writing and analytical skills, with experience preparing briefings, memos, or white papers for senior government audiences. Detail-oriented, organized, and able to manage competing deadlines in a dynamic policy environment. Preferred Qualifications Experience working within or supporting DHS, the Department of State, Commerce, Treasury, or similar federal agencies. Familiarity with emerging technologies and their intersection with national security and export control regimes. Knowledge of DHS policy development processes or federal rulemaking procedures. Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs. About the Position Dexis is seeking a highly qualified Project Manager to lead a strategic initiative under the Defense Security Cooperation Agency (DSCA). This contract provides enterprise-level support services including strategic planning, data analytics, business process engineering, and program execution to enhance DSCA’s Strategy to Capability framework. The project will assist DSCA in streamlining operations, improving responsiveness, and strengthening U.S. defense partnerships worldwide. This position is based in Washington, D.C., and is contingent upon award. Responsibilities The Project Manager will: Lead all aspects of contract execution across technical areas including strategic analysis, data analytics, program management, process engineering, and implementation support. Develop and manage integrated project plans, staffing strategies, timelines, and risk mitigation approaches to ensure timely and effective delivery. Ensure consistent, high-quality services and deliverables aligned with DSCA’s strategic objectives and expectations. Provide expert technical guidance in foreign military sales (FMS), policy development, data visualization, congressional and GAO inquiries, audit support, monitoring and evaluation (M&E), and the development of data collection tools. Oversee quality assurance and technical excellence across the contract; ensure all products meet Dexis and client standards. Manage the full project lifecycle, tracking tasks and deliverables, balancing team workloads, and mitigating risks to performance. Facilitate collaboration and communication across a large, cross-functional, and geographically dispersed team, using innovative team management practices. Serve as the primary liaison with the client, managing relationships and ensuring responsive, solutions-oriented engagement. Lead the preparation and delivery of executive-level briefings, strategic communications, stakeholder engagement materials, and performance reporting. Monitor contract performance metrics and ensure compliance with federal security requirements and quality standards. Promote and sustain a strong team culture, morale, and productivity in a fast-paced environment. Stay informed on developments in the technical and security cooperation sectors to ensure adaptive and forward-thinking program leadership. Perform other duties as assigned. Qualifications Bachelor’s degree in Business Administration, Political Science, Public Administration, International Affairs, International Relations, or a related discipline. Ten (10) years of project management experience with DoD, including three (3) years of progressive experience in leading business management service projects, including: Delegating and tracking the status of tasks and lines of effort across geographically dispersed teams (spanning highly different time zones), Mitigating risks to completion of tasks, Ensuring deliverables are quality controlled prior to delivery to the government client, Facilitating team collaboration, Anticipating and proactively finding efficiencies and creating new processes when needed Five (5) years of experience in all Microsoft Office Suite applications (Word, Excel, PowerPoint) Five (5) years of experience working with DoD policy documents, responses to Congressional Inquiries, and General Accountability Office (GAO) (or similar auditing agencies) auditing and reporting requests. Five (5) years of experience with Inter- Governmental relations and protocol when interacting with staff at all levels of DoD, other Federal agencies, and foreign Governments. Experience with Foreign Military Sales and Security Cooperation programming Experience creating stability and security for large teams Strong understanding of DSCA and key security cooperation stakeholders Demonstrated experience with risk mitigation planning Active DoD-issued secret clearance. Qualifications Active Top Secret clearance with Sensitive Compartmented Information (SCI) eligibility. Possess a master’s degree from an accredited college/university in a relevant field of study. Possess ten (10) years’ experience providing services to senior general/flag officer ranks and/or SES levels within the DoW, other government agencies, or industry corporate equivalents, and will be expected to perform at the level of a mid-range GS-15 equivalent. Possess in-depth knowledge of U.S. legislative processes and DoW authorities in order to provide background information and analyses required for DoW personnel to draft proposed changes to governing legislation, prepare congressional testimony and responses to congressional correspondence, and draft agency responses to audit reports from the DoW Inspector General, the Government Accountability Office, and other federal oversight entities. Possess exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with DoW and other USG staff in the performance of all duties, tasks and services. Operate independently, proactively manage requirements, and require minimal government direction to achieve desired outcomes.
