EDUCATION AND WORK EXPERIENCE * A bachelor of related engineering degree is preferred, and a PE license is a benefit but not a requirement. * 8-10 years' experience leading cradle-to-grave projects. * Proven experience managing projects involving pipelines, terminals, compressor stations, and fractionation facilities. * Strong understanding of regulatory requirements and industry standards governing midstream operations. * Proficient in managing small to mid-cap projects. * Detailed understanding of Industry Standards, Policies, and Procedures. * Skilled in CPM scheduling, project controls, and project management. * Strong general knowledge of engineering disciplines, with expertise in at least one. * Cultivates and maintains extensive contacts within the industry, adept in persuasion and negotiation.

This is a 4-6 month Hybrid work assignment. The MRO (Maintenance, Repair & Operations) Category Manager is responsible for the strategic sourcing, procurement, and supplier management of MRO goods and services across manufacturing and facility operations. This role drives cost optimization, supply continuity, and standardization while ensuring compliance with safety, quality, and regulatory requirements. The Category Manager develops category strategies, leads supplier negotiations, and partners closely with operations, maintenance, engineering, and EHS teams to support reliable plant performance. Manage multiple capital projects from conception through turnover, coordinating engineering, procurement, scheduling, quality, safety, and cost control in a petrochemical/refinery environment. | Bachelor’s degree in Chemical Engineering with 7-15 years of capital project management or senior project engineering experience in petrochemical/refinery industry, proficient in MS Office and project scheduling tools. | Burrow Global has an immediate need for an experienced Capital Project Manager with a client in the Sugarland, TX area. Candidates for this position will be responsible for managing capital projects from conception through turnover to operations. Candidates must have experience working in a petrochemical or refinery environment. Candidates must have demonstrated experience managing scope, schedule and execution of capital projects. Daily responsibilities: Apply project management and engineering skills and knowledge in all phases of projects from conception to closeout. • Lead an integrated project team for one high complexity project up to 10 MM USD • Manage a portfolio of eight to ten medium to high complexity projects from study phase through construction with total portfolio value up to 10 MM USD • Manage a multi-year (greater than 3 years) program with a total TIC of up to 10 MM USD • Manage projects which are executed in phases over multiple years with a value of no more than 10 MM USD • Manage multiple projects and assignments in a timely, safe, and cost-effective manner. • Skilled in working with global and local engineering and construction firms to manage all aspects of front-end development, detail design, procurement, scheduling, quality assurance, safety, cost control and construction • Develop Design Basis Documents (DBD) for assigned projects, which include a project’s objective, scope, schedule, benefits/justification, options, and co • Present DSPs to management to obtain approval and • Manage and provide directions to engineering contractor • Initiate and participate in management of change (MOC) reviews for applicable project • Review design drawings, construction packages, and specifications and coordinate input from stakeholder • Participate in technical reviews with project engineers, engineering firms and equipment supplier • Ensure assigned projects comply with all applicable r refining industry specifications • Collaborate with Project Controls group for project scheduling, estimating, cost management and forecasting. • Coordinate with Procurement in development of contracting plan including engineering services and equipment sour • Maintain accurate and current project documentation • Provide documentation and support to the Operations and Maintenance department so they can develop start-up manuals, operating and maintenance procedures, and equipment training. • Support construction and commissioning of assigned projects through field walks, responding to RFI, and approving installations after turning over to operations. Educational requirements: Bachelor’s degree in Chemical Engineering and a minimum of 7 -15 years experience as a Capital Project Manager or Sr. Project Engineer.
