The role is responsible for standardizing estimating practices, reducing risk, and ensuring the accuracy and consistency of cost models. The successful candidate will collaborate with cross-functional teams to integrate advanced software solutions, streamline workflows, and drive the efficiency and competitiveness of cost proposals. ESSENTIAL DUTIES & RESPONSIBILITIES • Develop and implement automation tools to streamline the cost proposal process, ensuring consistency and efficiency across all estimates. • Lead the standardization and quality control of cost models to improve accuracy, mitigate risks, and comply with organizational and client standards. • Utilize advanced software solutions, including Excel VBA, to enhance estimating efficiency and automate key aspects of the process. • Collaborate with estimating personnel to align processes with BSNC’s standards and ensure compliance with Federal Acquisition Regulations (FAR) and other applicable requirements. • Maintain and improve a comprehensive cost database to ensure accuracy in future estimates and support long-term forecasting. • Conduct risk assessments to identify cost drivers, mitigate risks, and align estimates with project budgets and timelines. • Prepare and present cost proposals, risk analyses, and project estimates to senior management, ensuring transparent and accurate communication. • Ensure all cost proposals comply with FAR, Service Contract Act (SCA), Collective Bargaining Agreements (CBA), and other regulatory standards. • Work with cross-functional teams to gather accurate data and resources for developing cost estimates that meet client and organizational needs. Knowledge, Skills, Abilities, and Other Characteristics • Expertise in construction for developing cost proposal templates and streamlining workflows. • Deep knowledge of FAR, SCLS/SCA, CBA, and other regulatory frameworks affecting cost proposals. • Strong analytical skills and experience in building and maintaining cost databases for accuracy and future planning. • Bachelor’s degree in Business Administration, Construction Management, or a related field is preferred. • Excellent communication skills, with experience presenting complex cost models and risk assessments to stakeholders. Preferred • Experience in developing standardized cost estimating processes and models. • Expertise in risk management and quality control practices within cost estimating. • Familiarity with Base Operations Support and large government contract estimating.
