Lead enterprise data management, architecture, and reporting initiatives for Special Education systems. | Requires 8+ years in data management, strong SQL and BI tool skills, and experience with data modeling and integration. | Salary: $95-$110/hr The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements. The IT Manager Data Manager is responsible for leading enterprise data management and architecture activities supporting the NYC DOE Special Education Systems and Reporting project. The role performs complex data analysis, develops enterprise data models, designs and implements database solutions, and supports data integration across multiple applications. The Data Manager ensures data integrity, consistency, and accessibility while enabling business intelligence, analytics, regulatory reporting, and operational reporting across the Special Education environment. RESPONSIBILITIES • Lead enterprise data management, governance, and data architecture initiatives. • Perform complex data analysis and data profiling to support business and reporting requirements. • Develop conceptual, logical, and physical data models. • Design and implement database structures that improve data integrity and performance. • Lead complex data mapping and data integration efforts across multiple enterprise applications. • Develop and maintain enterprise data dictionaries, metadata, and data lineage documentation. • Support data warehouse and data mart design and maintenance. • Collaborate with Business Analysts, ETL Developers, BI Developers, and application teams to ensure data consistency. • Develop SQL queries, stored procedures, and scripts to support reporting and analytics. • Support the development of regulatory, operational, and executive reporting solutions. • Identify and resolve data quality issues through validation and reconciliation activities. • Produce technical documentation, database design documents, and data architecture artifacts. • Provide technical leadership and recommendations for data management best practices. REQUIRED SKILLS & QUALIFICATIONS • Bachelor's degree in Computer Science, Information Systems, Data Management, or a related discipline. • Minimum of 8 years of experience in data management, database design, or data architecture. • Demonstrated experience performing complex data analysis and enterprise data modeling. • Experience designing and supporting enterprise data warehouses and data marts. • Strong knowledge of relational database design principles and data normalization. • Advanced proficiency with Microsoft SQL Server, including T-SQL, stored procedures, views, and query optimization. • Experience developing data models and process diagrams using Microsoft Visio. • Experience with Business Intelligence tools (e.g., Power BI, SSRS, or comparable BI platforms). • Experience supporting enterprise reporting, analytics, and regulatory reporting initiatives. • Strong understanding of ETL processes, data integration, and data mapping techniques. • Excellent analytical, documentation, communication, and problem-solving skills. • Experience working on large-scale government or public-sector technology projects is preferred. • Experience supporting education, Special Education, or student information systems is highly desirable. Administer and optimize Okta environments with Tier III support and security compliance coordination. | Active Secret Clearance, 5+ years Okta experience, Okta certification, and DoD cybersecurity policy familiarity required. | The Senior Systems Administrator (Okta) is responsible for the stable operation, administration, and maintenance of the DLA Okta environments, including user management, configuration, integration, and Tier III technical support. This role ensures secure access and optimal performance of identity management systems, providing expert guidance to Tier I/II support teams and coordination with the DLA PMO and integration teams. KEY RESPONSIBILITIES Plan, develop, install, configure, maintain, and optimize all Okta network software, communication links, and environments. Manage configuration, operation, and administration of DLA’s Okta system, including web and application tiers. Analyze and resolve end-user software and connectivity issues, performing capacity and performance analysis. Develop, maintain, and implement automated tools and scripts to improve administrator efficiency. Provide Tier III support to Tier I/II helpdesk personnel for escalated incidents. Collaborate with project managers, system administrators, network engineers, and development teams to troubleshoot and optimize Okta integrations. Perform security and compliance monitoring, including STIG remediation, vulnerability assessment, and incident response. Maintain system documentation, Standard Operating Procedures (SOPs), and disaster recovery/COOP plans. Deploy updates, patches, and new installations for Okta environments in accordance with DLA requirements. Provide technical recommendations for architecture, upgrades, and integrations to ensure alignment with business and security objectives. Document and track system changes, including root cause analyses for service disruptions. REQUIRED SKILLS & QUALIFICATIONS Must hold Active Secret Clearance Minimum 5 years of professional experience supporting large-scale Okta environments in IT administration. Extensive knowledge of Okta administration, configuration, and integration with enterprise systems. Hands-on experience with Active Directory, APIs, firewalls, and Zero Trust security models. Proficiency in troubleshooting, system tuning, and performance optimization. Familiarity with cloud services and hybrid integration (OCI or similar). Certifications - Relevant Okta certification from a nationally recognized technical authority. Strong communication skills for coordination with government personnel and support teams. Analytical and problem-solving skills to resolve complex technical issues. Ability to work independently and manage multiple tasks simultaneously. Familiarity with DLA/DoD cybersecurity policies, RMF, and federal compliance requirements.
