This role oversees all legal, regulatory and corporate governance functions to ensure organizational compliance with federal, state and international laws. The CLO provides strategic legal guidance on issues impacting member airlines, leads A4A’s legal and regulatory advocacy, manages complex litigation and builds strong relationships with key government agencies and member airline legal teams. The CLO leads a high-performing legal team, ensuring alignment with A4A’s mission and strategic priorities. The role also serves as A4A’s legal spokesperson, advises the Board of Directors on governance and antitrust matters and ensures Board activities follow A4A bylaws. Additionally, the CLO manages external counsel and translates strategic goals into effective legal and operational outcomes that support the industry and organization. DUTIES & RESPONSIBILITIES • Legal & Corporate Governance: Provide expert legal, regulatory and policy counsel to the President & CEO, senior leadership, and Board. Oversee all legal functions and ensure organization-wide compliance with federal, state and international laws. • Staff Leadership: Lead, mentor and develop a collaborative legal team aligned with organizational and member needs. Foster cross-departmental collaboration and ensure staff understand lobbying, ethics and campaign finance compliance requirements to deliver effective legal and regulatory support. • External Affairs: Build and maintain strong CLO Council relationships with agency legal/regulatory officials and A4A member legal teams. Lead the CLO • Council and related committees to support strategic goals. Develop persuasive regulatory filings, advocacy documents and oversee complex litigation affecting the industry. Monitor emerging legal and regulatory trends. • Spokesperson Responsibilities: Serve as A4A spokesperson on legal matters, effectively communicating positions and priorities. Ensure alignment and consensus within the CLO Council. Represent A4A within the broader aviation legal community. • Board Relations: Maintain strong, collaborative relationships with the Board. Ensure compliance with governance structures and bylaws. Brief the Board on antitrust and other key legal issues. The Managing Director provides strategic leadership and coordination for member technical issues, regulatory comment consolidation and oversight of the Engineering, Maintenance and Materiel Council (EMMC), including its subordinate committees, such as the Airworthiness Committee and Maintenance Safety Committee, industry groups and networks. The role also serves as a key liaison with the FAA and other regulatory bodies, OEMs and industry stakeholders. DUTIES & RESPONSIBILITIES: • Monitor and analyze U.S. and international regulatory and legislative developments affecting member technical operations while providing strategic advice and facilitating consensus responses to proposed rulemaking, including airworthiness directives and safety initiatives • Coordinate the EMMC strategy and work plan in response to objectives and significant emerging issues • Enhance member access to FAA and other regulatory authorities with oversight of technical operations • Responsible for A4A's partnership with Aviation Week in presenting the annual "MRO Americas" conference and exhibition • Responsible for the annual A4A-produced Nondestructive Testing Forum • Support the development and implementation of industry standards, such as ATA specifications and other technical guidance documents
Represent and advocate for airline industry interests in international negotiations and regulatory issues. | Experience in international aviation policy, government relations, and stakeholder engagement, with strong negotiation and relationship-building skills. | JOA# 25-10 DATE: 10/24/2025 TITLE: Director, International Affairs GRADE: Exempt DIVISION: International Affairs REPORTS TO: Senior Vice President-International POSITION SUMMARY: Represent Airlines for America (A4A) and member airlines throughout all phases of air services market access negotiations between the U.S. and foreign governments. Resolve member airlines international and regulatory issues globally through preparing and filing A4A position papers, letters and comments concerning doing business and policy issues before U.S. and foreign regulators and international bodies. Provide important facilitation, coordination and industry-wide advocacy functions, specifically as a liaison between A4A member airlines and the U.S. and/or foreign governments. DUTIES & RESPONSIBILITIES: • Identify and resolve international and regulatory business issues on behalf of A4A and member airlines. • Participate as a member of United States government (USG) delegations during bilateral and multilateral negotiations representing the interests of A4A member airlines. • In addition to bilateral negotiations, represent A4A member airlines at meetings which relate to international affairs including Federal Aviation Administration (FAA) international stakeholder meetings and multilateral organizations such as International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Eurocontrol, etc. • Draft industry position letters and build consensus among member airlines to successfully persuade/influence U.S. and foreign government decisions or policies. • Establish and maintain relationships with relevant USG officials in Washington and abroad (U.S. embassies and missions); with foreign government officials; and with industry representatives worldwide as appropriate to deal with A4A member issues. • Establish and maintain relationships with representatives of the IATA and regional aviation associations. • Other duties as identified.
