Full Description

General Definition of Work Serves as a primary contact for County Commissioners and County staff while also performing professional work visiting member jurisdictions, providing technical assistance on a broad range of topics enabling officials to remain up-to-date on current issues and identifying and resolving issues of importance to counties as a whole, working with state agencies when missions intersect with or affect county governments, and related work as apparent or assigned. Work is performed under the general direction of the County Consulting Services Director. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Position Responsibilities Organization Cultural Alignment • Supports the Association's Four Pillars of civic engagement, leadership development, legislative advocacy, and membership services through promotion of technical assistance and innovative solutions to complex problems for member counties and interaction with local governments and authorities. • Exercises knowledge and general understanding of the programs and services offered by the Association and provides outstanding customer support that reflects well on the entire Association. • Provides and exhibits outstanding customer service, teamwork, and organizational commitment. • Supports the overall organization by performing work on various special projects and assignments and executing the directives as set forth by the Association. • Manages meeting and travel schedule to maintain efficiency and moderate expenditures. • Coordinates all work, travel and scheduling with County Consulting Services Director. Member Services • Communicates frequently with members regarding their engagement and participation in ACCG training, meetings and programs; and works with ACCG staff to monitor the status of outstanding member requests and issues. • Keeps apprised of activities and issues within the state that impact ACCG members and regularly visits counties. • Coordinates situational awareness of county-specific topics with other members of the County Consulting Services team via communication with County Consulting Services Director. • Assists ACCG membership with projects coordinated through County Consulting Services Director. • Develops and promotes the use of county operation and management optimization tools and provides training opportunities for county officials. • Prepares various documents including correspondence, forms, reports, spreadsheets, presentations, etc. where a knowledge of format and presentation is necessary; answers routine correspondence independently. • Independent driving and regular overnight travel (40 to 60 overnight stays per year) attending conferences, Regional Commission meetings, County planning retreats, County Commission meetings, regional meetings, training meetings and visiting counties throughout the state. Out-of-state travel is sometimes required. Education and Experience • Bachelor's degree with coursework in public administration, or related field and • Advanced (over 5 years) experience of an increasingly responsible nature in local government administration preferably in county administration, or equivalent combination of education and experience. Knowledge, Skills and Abilities • Comprehensive knowledge of the principles and practices of public administration. • Comprehensive knowledge of local government finance practices. • General knowledge and understanding of retirement and insurance technical procedures, regulations, laws or rules, comprehensive knowledge of the laws, ordinances and regulations underlying a local government. • Thorough knowledge of the Handbook for Georgia County Commissioners and the relevant fundamentals of county government in Georgia. • General knowledge of the Official Code of Georgia, state and federal rules and regulations. • Skill in the use of standard office software equipment and applications, Zoom, specifically Microsoft Office products, including Teams, Outlook, Word and Excel. • Ability to communicate complex ideas effectively in both oral and written formats. • Ability to write clear and concise reports, memoranda, directives and letters; ability to analyze complex problems and develop comprehensive plans from general instructions. • Ability to meet with the public and to discuss problems and incorporate reasonable responses and a course of action necessary to address issues at the local government level. • Ability to establish and maintain effective working relationships with associates, elected and appointed officials, member jurisdiction staff, state elected and appointed officials and employees and the general public. Physical Requirements • This work requires the occasional exertion of up to 25 pounds of force. • Work regularly requires sitting and speaking or hearing, frequently requires using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing and walking. • Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. • Work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities. • Working conditions with absence of disagreeable conditions and little or no accident or health hazards; some mental effort and stress involved resulting in inconvenience and frustration. Special Requirements Valid driver's license in the State of Georgia.
