They are seeking a Time and Attendance Program Manager to support an ATF contract in Washington, DC, responsible for managing Bureau Time and Attendance records and ensuring accurate payroll processing. Responsibilities • Transmits all Bureau Time and Attendance (T&A) records to the National Finance Center (NFC), a shared-service provide for financial- and human-resources-management services (thus payroll & personnel databases), to generate all Bureau-employee paychecks • Monitors corrected timecards to ensure transmissions are timely and in correct sequence to prevent additional leave errors • Provides expert technical advice to supervisors, managers, timekeepers and employees in a wide variety of payroll-related issues • Monitors and reviews WebTA, ATF’s time-keeping system, and NFC to ensure accurate processing of records and the updating databases • Establishes WebTA access for new employees, timekeepers and supervisors as requested via the ATF Remedy system • Develops a variety of complex Business Objects reports for personnel data, information and statistics • Performs biweekly system-wide, quality-control reviews of T&A transactions for all employees • Monitors the full transmission cycle each pay period to ensure accuracy of input and output information; and appropriate corrections and changes are implemented to maintain the integrity of the systems • Reviews, analyzes and resolves payroll and personnel system errors identified on a variety of CULPRIT personnel and T&A reports • Monitors and evaluates personnel and payroll T&A administration database work • Evaluates program operations areas, identifies problems and makes corrections to resolve personnel and payroll T&A problems • Research and studies complex payroll, personnel, and WebTA problems to identify problem areas and trends, and develops solutions and feedback • Reviews and analyzes reports and information to verify accuracy and integrity of the transition to the personnel and payroll databases • Identifies and resolves difficult operational questions and systems-error conditions during the implementation, testing, and operations of the T&A data systems • Recommends changes to systems to increase the effectiveness, efficiency, and economy of the systems such as new Business Objects reports, changes to the database and similar improvements • Conducts and participates on special projects with the Financial Management Division and the Office of Science and Technology involving updates and changes to the WebTA system, and other special projects • Tests new designs and procedures and makes recommendations to improve efficiency and effectiveness • Serves as a technical expert and troubleshooter for the Bureau’s T&A system, WebTA • Provides guidance and assistance to timekeepers and managers and works with the NFC for prompt resolution of complex T&A problems • Monitors program operations work and maintains payroll administration databases based on reviewing results of case reviews to determine accuracy and efficiency • Reviews pay and T&A analysis reports to identify error patterns for consistency in applying regulatory and legal requirements • Identifies trends and recommends corrective actions on employee leave and pay records • Determines resolution to rejected, expired or missing personnel records • Provides technical assistance and on the job training for employees and supervisors on pay related issues concerning WebTA • Develops training and guidance for timekeepers to keep them abreast of system WebTA system changes and requirements Skills • Excellent customer/client handling skills and the ability to maintain confidentiality • Working knowledge of MS Office -- Word, Excel and PPT; database experience • Strong interpersonal skills; written and oral communications skills • Excellent time management -- ability to multi-task and meet strict deadlines • Requires Bachelor's degree or equivalent and 5 years of related experience Benefits • Health care • Dental • Vision • Life insurance • 401(k) • Education assistance • Paid time off including PTO • Holidays • Any other paid leave required by law Company Overview • ASRC Federal provide mission-critical services to federal government agencies dedicated to defense, civil and intelligence support.
