Leading requirements, UAT, and change management efforts on large-scale government IT projects.
Minimum of five years' experience in business architecture, policy analysis, requirements management, UAT, organizational change, and data governance in government IT contexts.
The proposed Senior Business Analyst must meet all of the following Minimum Qualifications (MQs). Experience must be full-time equivalent (FTE) and gained within the past ten (10) years. MQ #1 – Business Architecture & Solution Planning Minimum of five (5) years’ FTE experience leading business architecture and solution-planning efforts on large-scale California State government IT projects, including: •Facilitating business and technical working sessions •Developing future-state models and operating frameworks •Aligning IT strategies with enterprise business objectives •Supporting State agencies or departments in modernization and transformation initiatives MQ #2 – Legislative & Policy Impact Analysis Minimum of five (5) years’ FTE experience conducting: •Policy gap analyses •Assessment of legislative or regulatory impacts on programs and systems •Development of actionable strategies to align IT capabilities with business and policy requirements •Recommendations to support compliance, reporting, and operational improvements MQ #3 – Requirements Management & Stakeholder Engagement Minimum of five (5) years’ FTE experience managing end-to-end requirements processes on large-scale California State government IT projects, including: •Leading requirements elicitation and validation •Facilitating design workshops with cross-functional stakeholders Performing traceability analysis across lifecycle artifacts • Securing formal stakeholder approvals and sign-offs MQ #4 – User Acceptance Testing (UAT) Leadership Minimum of five (5) years’ FTE experience leading UAT activities, including: • Developing test plans, test scripts, and test cases • Managing defect logging, triage, and resolution • Coordinating UAT cycles with business users and technical teams • Validating testing outcomes against requirements and business scenarios MQ #5 – Organizational Change Management (OCM) Minimum of five (5) years’ FTE experience developing and executing OCM strategies for enterprise-level initiatives, including: • Developing training plans, user-readiness assessments, and role-based learning materials • Creating stakeholder engagement strategies and communication roadmaps • Supporting business process changes, system rollouts, and adoption activities MQ #6 – Data Analysis & Governance Minimum of five (5) years’ FTE experience leading data analysis efforts, including: • Source-to-target mapping and data lineage analysis • Data quality assessment and strategy development • Data governance planning and reporting design • Collaboration with QA, product teams, and technical leads to support data-driven decision-making
