The Cost Analyst will identify and manage cost data collection and reporting plans, as well as coordinate budget requests and financial plans. They will support ongoing operations by developing briefing materials and contributing to policy development.
Candidates must have a minimum of 5 years of experience in federal budgeting and hold a Bachelor's Degree in a relevant field. Proficiency in Excel and experience with financial analysis methodologies in the federal space are essential.

This could include resume formatting, providing skills alignment summaries, participating in meetings, or contributing to solutioning activities based on subject matter expertise or functional experience. Responsibilities Identify cost data to be collected, develop data collection plans, and manage and analyze cost reporting plans Coordinating the development of the real property portion of budget requests, to include the OMB Justification and President's Budget request. This includes serving as the primary point of contact for the Budget Office, developing budget justifications and briefings in defense of budget requests, analyzing impacts to real property capabilities by DHS during the release of the Resource Allocation Decision or OMB's pass back. Coordinating the development of financial and procurement plans prior to the year of execution. This includes conducting analysis on marks from Congress, developing templates and taskers for Program Management Offices (PMOs) to respond, coordinating with Budget and Procurement Offices, and developing recommendations for senior leadership on funding level impacts. Support ongoing operations including developing briefing decks for monthly planning calls, recording meeting minutes, maintaining the SharePoint library, contributing to internal/external policy and requirements development, attending meetings for leadership and other tasks as assigned. Minimum of 5 years of related experience in the realm of federal budgeting, PPB&E, annual budget cycle and associated areas. Bachelor's Degree in business administration, engineering, or a similar analytical field Deep understanding of Excel, to include development of formulas, pivot tables, graphs and visualizations Experienced using Power Query • Ability to develop dynamic, logical, and documented cost models in Microsoft Excel Experience in financial and budget analysis methodologies in the federal space, including financial baselines, congressional commentary, cost estimates and requirements. Ability to work with a wide variety of customer sets including program managers, technical staff and senior leadership. Ability to pass a federal background investigation (DHS Public Trust). Work Environment and Physical Requirements This is a hybrid position, with work performed both remotely and at client or corporate office locations as needed. The employee is expected to maintain a professional remote work environment with reliable internet access and the ability to participate in virtual meetings. Onsite work may involve a traditional office setting with standard office equipment and moderate noise levels. Travel to client or corporate locations will be communicated in advance. The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job: Prolonged periods of sitting at a desk and working on a computer. Frequent use of hands and fingers to operate computer equipment and communicate via phone or video. Ability to move about office spaces and attend in-person meetings when onsite. Must be able to lift up to 15 pounds at times. Travel Requirements This is a hybrid position, with work performed both remotely and at designated client or corporate locations, as needed. Travel requirements may vary depending on project assignments, client meetings, or internal collaboration and will be communicated in advance whenever possible. Work Authorization Applicants must be U.S. citizens and currently authorized to work in the United States on a full-time basis. This position supports a federal government contract and requires the ability to obtain and maintain a Public Trust or Suitability Determination, depending on the agency’s background investigation requirements.
