Role description: At Arcadis, we are delivering some of the most transformative, asset management led and digitally enabled modernization programs in the world at a number of high-profile, asset-intensive organizations. Within our Digital Intelligence Practice, we seek to create long-term partnerships with major transportation and infrastructure organizations to help them modernize enterprise platforms, implement enterprise asset management (EAM), enterprise resource planning (ERP) and enterprise decision analytics (EDA) solutions, and create sustainable, data-driven continuous improvement of their assets, people and overall business. We combine deep industry knowledge with advanced digital capabilities - spanning EAM, data engineering, cloud platforms, analytics, and AI - to improve performance across the full asset lifecycle from strategy, planning, design, build, operate & maintain, and renewal. These programs are high-value, multi-year digital transformations that demand strong leadership at the intersection of technology delivery, governance, and commercial performance. We are seeking a Senior Program Manager with a proven track record of delivering enterprise-level digital solutions who will act as a leader in all phases of these complex transformation programs including pre-sales, strategy definition, mobilization, through delivery and handover to business as usual (BAU) where Arcadis typically provides enduring hosting and application support. This is not a purely an administrative program oversight role, it is a critical leadership position at the heart of delivery. You will operate as the key conduit between our clients, Arcadis delivery teams and partners, balancing functional and technical execution with governance rigor, financial control, with accountability for commercial and delivery performance. You will shape program direction, manage risk and performance, and build high-performing teams that deliver lasting digital impact and transformation for our clients. This is a high-visibility, enterprise-level leadership role at the forefront of digital asset management transformation. You will operate at the critical interface between senior clients, technical delivery teams, PMO governance, and external partners, giving you a strategic view of complex, multi-disciplinary programs. Role accountabilities: You will lead large-scale, enterprise-wide digital transformation programs, including: * End-to-end delivery of EAM, EDA (potentially also ERP), and cloud-based solution initiatives. * Translating strategic objectives into executable delivery plans with clear milestones and measurable outcomes. * Driving governance and alignment across clients, partners, and internal delivery teams. * Financial and commercial management of multi-million-dollar programs, including budgeting, forecasting, and scope & margin protection. * Proactive risk and issue management to ensure successful, on-time delivery. * Building and leading high-performing, multi-disciplinary teams, fostering collaboration, accountability, and continuous improvement. * Drive strong stakeholder engagement with both the client and Arcadis senior leadership. You will operate at the interface of executive leadership, technical delivery teams, and PMO governance, ensuring programs deliver both client value and sustainable business performance. This is a high-visibility role requiring strong commercial judgement, exceptional stakeholder engagement, and the ability to lead complex initiatives in dynamic, fast-paced environments. You will be leading enterprise-scale digital transformation programs in complex, high-profile asset-intensive environments, including: * Delivery of EAM, EDA and cloud-based solutions at scale. * Integration across multi-system landscapes including ERP, GIS, operational, and data platforms. * Strategic rationalization of legacy systems and harmonization of enterprise data models. * Implementation of structured governance, risk, and commercial frameworks in fast-paced environments. * Leadership of high-performing, multi-disciplinary teams through large-scale, high-visibility transformations. Lead Complex Digital Programs * Own and drive the end-to-end delivery of enterprise-scale digital transformation initiatives, including ERP, EAM, analytics, and cloud-based solutions. * Develop and execute program plans with clear delivery and payment milestones, dependencies, and measurable outcomes. * Maintain control across scope, schedule, cost, and quality in multi-million-dollar delivery environments. * Act as a senior escalation point for complex delivery, risk, and commercial issues. Architect Program Delivery & Transformation Solutions * Oversee the design of migration frameworks, integration architecture, and transformation pipelines across multiple platforms. * Guide tooling, automation, and orchestration decisions to support scalable, enterprise-grade deployments. * Ensure alignment between technical delivery, governance, and enterprise architecture standards. * Drive innovation and best-practice adoption while managing complex stakeholder and partner ecosystems. Advise, Influence & Deliver Value * Serve as a trusted advisor to clients and internal leadership on strategic, technical, and commercial program decisions. * Present program roadmaps, performance metrics, and risk assessments to internal and external executive and governance forums. * Proactively identify and mitigate risks to delivery, financial performance, and business outcomes. * Champion high-performing, accountable teams and foster a culture of continuous improvement across program delivery. Qualifications & Experience: We are seeking a highly experienced and commercially astute Senior Program Manager who thrives in leading large-scale, complex digital transformation programs. You will be a confident decision-maker, capable of balancing strategic objectives with operational delivery, and comfortable navigating ambiguity and managing change. You likely bring: * Proven and successful experience delivering multi-million-pound enterprise-scale digital programs, including ERP, EAM, analytics, or cloud-based solutions. * Strong commercial acumen with experience in budgeting, forecasting, margin protection, and contract management. * Expertise in managing risk and issue frameworks, ensuring proactive mitigation across complex delivery environments. * Demonstrable ability to interface between technical delivery teams, clients, governance bodies, and subcontractor partners. * A track record of building, leading, and developing high-performing, multi-disciplinary teams in fast-paced and ambiguous environments whilst ensuring the health and well-being of team members. * Exceptional stakeholder management, influencing, and communication skills, able to engage confidently with executives and technical teams alike. * Professional qualifications in Project or Program Management (e.g., APM, MSP, PMI), and a relevant degree; chartered status is desirable. * Preferred experience * Leading enterprise-scale digital transformation programs in highly regulated, asset-intensive, or complex organizational environments, ideally with strong transportation industry experience. * Delivery of ERP, EAM, analytics, or cloud-based solutions at scale, with successful end-to-end program ownership. * Managing programs at the intersection of technical delivery teams, clients, PMO/governance functions, and subcontractor partners. * Oversight of program’s financials, including budgeting, forecasting, revenue alignment, cost control, and margin protection. * Implementing robust risk and issue management frameworks, with a track record of proactive mitigation and incident recovery. * Driving high-performing, multi-disciplinary teams through coaching, mentoring, and structured development plans. * Engaging effectively with internal and external executive stakeholders, clients, and partners to influence decisions, align objectives, and resolve complex issues. * Experience supporting business development, account growth, or tender responses in a program leadership, planning, scooping and budgeting capacity. * Membership of the Institute of Asset Management and/or the practical application of Asset Management Leading Practice. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
