Job Summary Aptive Resources LLC is seeking a seasoned Senior Data Analyst, ServiceNow Developer & Power Apps Expert, to lead data management and analytics efforts for a federal healthcare program. This role combines advanced data analysis with hands-on ServiceNow and Microsoft Power Apps development to support the Veterans Health Administration (VHA), specifically the VA’s EHRM Single-Pathway Issue-Resolution program. The candidate will leverage deep knowledge of VHA systems and data governance to build innovative solutions on the ServiceNow platform and Power Apps, enabling data-driven decisions for EHRM deployments, ServiceNow (SNOW) migration, and patient safety reporting. The position requires strong ServiceNow development capabilities, expertise with Microsoft Power Apps, and a solid background in healthcare data quality management and enterprise data governance. Primary Responsibilities ServiceNow Development: Design, develop, and maintain custom ServiceNow applications, modules, and workflows to support data integration and issue resolution for VHA healthcare systems. Ensure the ServiceNow platform is effectively utilized for automating processes and tracking EHRM Single-Pathway issues. Power Apps Solutions: Create and implement Microsoft Power Apps solutions (including Power Automate workflows) to enhance data collection, reporting, and user engagement. Integrate Power Apps with VHA systems and other data sources to streamline business processes and improve accessibility of information. Data Analysis & Modeling: Obtain and analyze data using advanced models and algorithms to identify patterns and trends. Develop clear graphs and charts to illustrate findings, and present insights to managers and stakeholders to guide strategic decisions and improvements in business models. VHA Systems Expertise: Leverage in-depth knowledge of key VHA systems and data sources (e.g., CDW, VistA, VSSC, RAMP, PTF/MedSAS, MCA, PCMM, NPCD, VETSNET, etc.) to inform data analysis and solution development. Ensure familiarity with VHA processes and files to effectively access and utilize data across the enterprise. Data Pipeline Monitoring: Monitor and validate data pipelines across RMA, ServiceNow, and Power Apps platforms. Proactively surface data anomalies, perform root-cause analysis using tools such as SQL, R, and Python, and drive remediation efforts in collaboration with program owners (CPMO/OCI) to maintain data integrity. Data Quality & Governance: Define and operationalize enterprise data quality rules, thresholds, and key performance indicators (KPIs). Codify repeatable quality control playbooks and automate data quality checks using Microsoft Power Automate, SQL, and Python. Publish data quality results and metadata in enterprise governance tools like Microsoft Purview and ensure alignment with data governance policies. Data Stewardship: Lead data stewardship activities, maintaining end-to-end data lineage and metadata within data catalog/governance tools (e.g., Microsoft Purview, Collibra). Ensure data assets are accessible, traceable, and compliant with VA and VHA data management standards. Dashboard Validation: Review and certify Tableau and Power BI dashboards and reports to ensure data accuracy, integrity, and compliance with Section 508 accessibility standards. Coordinate with analytics teams to remediate any data or accessibility issues (focus on validation and certification rather than content creation). Agile Data Quality Integration: Embed data-quality checkpoints and validation steps into SAFe Program Increment (PI) planning, sprint planning, and development demos. Work with Agile teams to ensure that data delivered in each release meets quality standards and is production-ready. Minimum Qualifications 8+ years of data analysis, governance, and reporting experience (preferably in federal healthcare), including 3+ years of hands-on ServiceNow development. Master’s degree in a relevant field (or Bachelor’s with additional experience). Active ServiceNow Certified System Administrator (CSA) and ServiceNow Certified Application Developer (CAD) certifications, plus completion of formal ServiceNow platform training. Proven experience with Microsoft Power Apps and Power Automate. Strong technical skills in SQL, Python, R, Tableau, and Power BI. Familiarity with Microsoft Purview, Collibra, and data governance practices. Excellent communication skills with ability to present to executive stakeholders. Demonstrated leadership in analytics, mentoring, and cross-functional collaboration. Proficiency in Microsoft Office (Excel, Word, PowerPoint) with analytics integration. S. work authorization and eligibility for Public Trust clearance. Desired Qualifications Veteran Focus: Knowledge of Veteran populations and familiarity with VHA healthcare environments. Analytical Thinking: Strong critical thinking and problem-solving skills with a keen analytical mindset. Organizational Skills: Proven ability to organize, prioritize, and work well in a team environment. Communication: Ability to communicate ideas and solutions clearly and logically, both in writing and orally. Adaptability: Capacity to quickly get up to speed on complex issues and work effectively in a fast-paced, evolving environment. Initiative: Self-starter mentality with a strong drive to complete tasks thoroughly and a high attention to detail. VHA Systems Experience: Direct experience working with VHA data systems or previous involvement in VA healthcare IT projects is a plus.
