Job Summary Job Description: Project Manager (Key Personnel) – National Cancer Registry Services Role Overview As the Project Manager for this contract, you are a designated Key Personnel and serve as one of the primary Point of Contact (POC) between the Contractor and the VA. You work directly with the Program Manager and Program Management Office (PMO) team to ensure the overall successful integration and coordination of all activities required to execute the National Cancer Registry Services Task Order. You will lead the program with a focus on timeliness, data quality, and compliance with all Department of Veterans Affairs (VA) and National Oncology Program Office (NOPO) standards. Primary Responsibilities Key Responsibilities • Contract Oversight & Decision Making: Act as the authorized POC to make critical decisions regarding the Task Order (TO). You must remain fully knowledgeable of all TO terms and conditions. • Project Planning & Strategy: Maintain the Contractor Project Management Plan (CPMP), including the Integrated Master Plan (IMP), Communication Plan, Work Breakdown Structure (WBS), and Risk Management Plan. • Performance & Quality Management: Manage the timeliness, completeness, and quality of problem identification. You will provide corrective action plans and ensure all data inconsistencies are corrected within five business days. • Reporting & Deliverables: Work with the PMO team to develop and submit the Monthly NOPO Program Report, dashboard, and other required contract deliverables. • Stakeholder Coordination: Participate in and frequently lead regular meetings with NOPO and VISN/VAMC representatives. • Staffing & Compliance: Maintain the Contractor Staff Roster, ensuring all personnel meet security background investigation requirements (Tier 1/Tier 2) and have completed required annual training and certifications. Minimum Qualifications Requirements & Qualifications • Education: Minimum of a bachelor’s degree in a business or programrelated field. • Experience: * Minimum of 4 years of experience managing programs, projects, or contracts of comparable size, scope, and complexity to this procurement. o Demonstrated experience with government contract oversight. • Technical Knowledge: * Proficiency in project management tools and methodologies (e.g., creating WBS, risk logs, and graphic schedules). o Ability to manage complex data collection and reporting requests as identified in the PWS. • Soft Skills: Strong professional and ethical behavior, with a commitment to ensuring customer satisfaction and transparent communication with the NOPO COR. • Security Clearance: Must be able to pass a Tier 1 (Low Risk) or higher background investigation and maintain compliance with all VA information security and privacy policies. Key Performance Indicators (KPIs) • Timely Delivery: 100% of deliverables submitted according to the PWS timetable. • Data Accuracy: Ensure the team maintains a minimum 90% accuracy rate for captured cancer incidence data. • Responsiveness: Immediate notification (within 24 hours) to the COR/CO of personnel separations or other causes impacting contract performance.
