Job Summary Aptive is seeking a Jr. Policy Analyst. The ideal candidate will possess a wide range of project experiences and skillsets and demonstrate a willingness to share your ideas in an environment that values innovation. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires contractor support to provide Program Evaluation (PE) of the implementation of the mandated legislation of the COMPACT ACT by analyzing return on investment, efficiency, and effectiveness of VA’s provision of these statutorily mandated benefits that directly impact Veterans. Implementation of the COMPACT ACT’s mandates involves complex consideration of broad Veteran eligibility and need for critical VHA Clinical Care, Integrated Veteran Care (Community Care), Informatics, Eligibility, Revenue, Patient Advocacy, and community healthcare systems to work together to directly serve Veterans. The requirements include critical Program Evaluation analyses of the critical and life-saving benefits of this program that directly impacts Veterans. This contract work provides critical program evaluation support for the VA/VHA Office of Suicide Prevention (OSP) in the sustainment of COMPACT Act, Section 201 including: 1) Employing a systematic method for collecting, analyzing, and leveraging information to evaluate healthcare projects, policies, and programs for effectiveness and efficiency; 2) Conduct gap analyses; 3) Regularly providing findings on COMPACT ACT, Section 201 program evaluation efforts and status to Office of Suicide Prevention leadership; and 4) Development of an Annual Report for COMPACT ACT, Section 201. Aptive requires Policy Analysts to support VHA in developing an improved organization and implementing critical initiatives. This includes measuring success, outcomes, and the improvement of programs. To assist in managing multiple concurrent transformation initiatives, the Analyst will plan and organize work, prioritize projects, and deliver and monitor business results. Responsibilities include regular client interaction, potentially daily scrum meeting attendance, facilitation of scheduled activities, and rebalancing resources. Aptive Consultants will exhibit a well-recognized ability to rapidly engage and leverage the knowledge of VHA program operations and the Administration’s previously established goals and objectives to support a range of high-profile initiatives. This is a remote position. Primary Responsibilities Performs tasks related to policy and regulation analysis and development related to a government agency. Tasks may include the analysis of specific issues, identification of alternatives, white paper development, development of policy review papers, development of policy directives and handbooks, and other analytical tasks focused on VA policy. Support client directors/managers with high-level, cross-functional focus and assistance. Delivery of high quality, senior executive-level deliverables. Evaluate analytical results and develop new and adapted analytical techniques. Prepare briefings, studies, and reports for presentation to senior executive level and senior client officials. Provide performance analysis and process improvement using industry best practice methodologies and tools. Review and analyze reports involving workload data, performance metrics, and other statistical information for content, completeness, and timeliness, and develop executive key summary information. Minimum Qualifications A bachelor's degree Must have 3+ years of relevant experience Must be detail oriented and committed to the mission of serving Veterans through enhanced support of the Office of Suicide Prevention. Must have the ability to support the creation and review policy documents. Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of operations. Must be able to effectively use data to present program status and make recommendations for improving business processes. Experience drafting notes, implementation plans, and adhering to strict timelines. Responsible for interfacing, both orally and via written communications, with various stakeholders. Demonstrated proficiency in the use and management of Microsoft Suite of products (e.g., Excel, PowerPoint, Word) Strong written and communication skills to include developing reports, briefings, and similar artifacts for a senior executive level audience Ability to obtain and maintain a public trust clearance Legal authorization to work in the U.S. Desired Qualifications Masters degree Knowledge/experience with VA or VHA programs Knowledge/experience with healthcare data and/or Federal policy implementation Knowledge/experience with mental health and/or suicide prevention, intervention fields Knowledge/experience working with Veteran community.
