Analytica is seeking a Technical Business Analyst that will serve as the crucial link between clinical/operational stakeholders and the technical development team within the Defense Health Agency. This role involves translating complex healthcare and business needs into detailed technical requirements, specifically focusing on data management, ETL processes, SQL farm development, and reporting solutions. Responsibilities: Requirements Management: Elicit, analyze, and document complex business and technical requirements from various stakeholders to support data integration and reporting initiatives. ETL Operations Support: Collaborate with data engineering teams to define, test, and validate data extraction, transformation, and loading (ETL) processes from disparate sources (e.g., EHRs, claims data, clinical systems) into the enterprise data warehouse. Data Modeling and Database Design: Support the design of data models and database structures, including defining primary keys, indexing strategies, and normalization, to ensure efficient data storage and retrieval. SQL Development Support: Provide specifications and assist in the creation, maintenance, and optimization of SQL queries, stored procedures, and scripts used for data analysis and reporting. Data Flow and Process Documentation: Develop and maintain detailed documentation, including data flow diagrams, source-to-target mapping documents, and operational procedures, to ensure transparency and reproducibility of data processes. Reporting and Visualization: Define specifications for reports and dashboards (using tools like Power BI or Tableau) and collaborate with development teams to create visualizations that present complex healthcare data in an easily understandable format for decision-making. Data Quality and Governance: Perform data profiling, quality checks, and gap analysis to identify discrepancies and ensure the integrity, accuracy, and consistency of data across systems, adhering to DHA data governance standards. Testing and Validation: Create test plans and cases, and coordinate User Acceptance Testing (UAT) using SQL scripts to validate solutions before deployment. Stakeholder Communication: Facilitate meetings and serve as the bridge between technical teams and non-technical personnel (clinicians, managers) to ensure alignment and effective communication throughout the project lifecycle. Required Qualifications: Education: Bachelor's degree in Health Informatics, Business, Information Systems, or a related technical field. Experience: Proven experience as a Business Analyst in a healthcare or defense environment, with a strong emphasis on data analysis and technical team support. Technical Proficiency: Strong proficiency in SQL for data querying and analysis. Experience with ETL frameworks and data warehousing concepts. Familiarity with data visualization tools (e.g., Power BI, Tableau) is a plus. Understanding of relational database management system (RDBMS) concepts. Domain Knowledge: Knowledge of healthcare operations, data privacy laws (HIPAA, etc.), and a working knowledge of the Military Health System (MHS) or DHA operations is highly desirable. Soft Skills: Excellent analytical, problem-solving, and communication skills, with the ability to translate complex technical issues to non-technical audiences.
