Requires extensive experience in military communications, systems engineering, and related technical disciplines, with active TS/SCI clearance and familiarity with tactical communication systems.
Position Summary: ANSER is seeking a Tactical Communications Policy and Strategy Analyst to support the Department of Defense (DoD) Deputy Chief Information Office (CIO) for Command, Control, and Communications. In this role you will work on the development of policies, guidance, strategy, architectures, and systems engineering for communications and information network programs and initiatives. This position requires full-time onsite work at the Mark Center in Alexandria, VA. Day to Day Responsibilities: • Provide technical expertise and analysis support on current military and future force communications and network portfolio strategies, policies, communications architectures, and operations in the air, ground, and maritime domains. • Support development of joint concepts and integrated architecture solutions to resolve validated warfighting capability gaps. • Support DoD communications and information technology policy initiatives by leveraging knowledge of the Requirements and Resourcing Alignment Board (RRAB) process, Defense Acquisition System (DAS), Planning, Programming, Budgeting and Execution (PPBE), and other related formal decision and staffing processes within the DoD. • Support DoD CIO and Department of Homeland Security partnered efforts such as, but not limited to Defense Support to Civilian Authorities, FirstNet, and enterprise level Land Mobile Radio initiatives in the air, ground, and maritime domains. • Participate in enterprise governance working groups and/or capability boards, as well as Service specific boards and/or working groups. Support the coordination of DoD CIO positions and provide for the development of briefings and briefing materials for use by DoD CIO senior leadership. Required Qualifications: • Possess an active TS/SCI clearance • Bachelor's Degree in a related technical discipline such as physics, computer science, information technology, mathematics or similar and 14+ years of relevant experience OR any Master's degree and 10+ years of relevant experience. • Experience as, or supporting, a headquarters; Joint Staff; or Service staff officer and/or senior leadership • Demonstrated familiarity with tactical communications vendors and technologies, including SATURN, HQ, SINCGARS, HF, Link-16, BFT, WREN, and/or related tactical communications waveforms and systems • Experience developing DoD issuances, strategy, and related documents Preferred Qualifications • Experience with RF waveforms, communications gateways, and network development and/or oversight • Experience conducting technical and programmatic research and providing information & decision papers • Knowledge of Open Systems Architecture development and implementation • Experience coordinating, sponsoring, and facilitating large scale technical meetings/conferences • Excellent written and verbal communications skills
