Full Description

The Senior Director of Operational Performance and Transformation is a strategic leadership role responsible for driving system-level improvements, compliance readiness, and operational alignment across the care management division. The Senior Director of Operational Performance and Transformation, in collaboration with the SVP and other department leadership, will lead initiatives that strengthen the organization’s infrastructure through data-informed decision-making, performance analytics, regulatory adherence, and department-wide transformation strategies. This position will allow the successful candidate to work a schedule that will be primarily remote. While there is no expectation of being in the office routinely, they will be required to report to the Alliance Home Office (Morrisville, North Carolina) for business meetings as required. Responsibilities & Duties Process Improvement and Transformation • Collaborate with SVP Population Health- Care Management and other department Sr. Directors to Identify trends, gaps, and opportunities to improve operational and clinical performance • Manage and prioritize multiple projects and requirements • Lead performance analytics strategy including tracking, reporting, and root cause analysis of key performance indicators (KPIs) such as productivity, quality, and outcomes • Identify department education needs based on data trends, audit findings, and staff feedback • Develop and present reports and dashboards that inform decision-making at all levels of leadership • Review member outcome data trends and analyze the impact of care management efforts to improve outcomes • Lead targeted problem-solving projects to address high-priority operational inefficiencies • Ensure readiness and response for external reviews such as NCQA accreditation, EQR audits, and state monitoring activities • Work with other CM department leaders to translate strategic vision into operational priorities and measurable action plans People Leader • Set goals for performance and deadlines in line with departmental and organization goals and vision • Accountable to set expectations and ensure communication and support for staff in understanding their roles and responsibilities • Actively establish and promote a positive, diverse, and inclusive working environment that builds trust • Ensure all staff are treated with respect and dignity • Ensure standards are transparent and applied consistently, impartially, and ethically over time and across all staff members • Work to resolve conflicts and disputes, ensuring that all participants are given a voice • Effectively communicate feedback and provide ongoing coaching and mentoring to direct reports and support a learning environment to advance team skills and professional development • Provide direct supervision of team members. This may include routine review of progress towards target timelines and goals, as well as project alignment with business operation requests and requirements • Cultivate and encourage efforts to expand cross-team collaboration and partnership Internal and External Stakeholder Collaboration and Communication • Collaborate with compliance and quality departments to proactively address areas of risk • Present and articulate effectively to Alliance leadership, staff, and other key stakeholders in easy-to-understand communication for the intended audience regarding service trends, identified gaps and needs, recommended implementation of new processes, practices and effectiveness of the integrated care management model • Lead identification and facilitate coordination of multidisciplinary teams and committees needed to meet business requirements, especially as it relates to inter-department initiatives • Participate in-person and virtually at internal and external meetings across NC Program Strategy, Policy, and Operational Procedure • Responds to new or changes to regulatory requirements to ensure policies and operational procedures align, are revised, or created to reflect regulations • Collaborate with other CM leadership to oversee the development of new and maintenance of existing trainings, desk references, workflows, and other tools to support CM operations related to policies and procedures • Work with other CM leadership to develop strategy to incorporate and implement new or changes to regulatory requirements into CM Operations • Work with Alliance’s Legal, Compliance, and Operations Division to ensure the department operates in compliance with NC State Agencies, CMS, EQR, and NCQA procedures, proactively identifies agency risk and implements corrective action when needed Minimum Requirements Education and Experience Bachelor’s degree in Business, Business Administration, or related field and seven (7) years of experience in health and human services encompassing public health, healthcare, social services, mental health, health insurance plans, or related work and including four (4) years of direct, progressive experience managing clinical and non-clinical resources/business areas. Or Masters degree in Business, Business Administration, or related field and five (5) years of experience in health and human services encompassing public health, healthcare, social services, mental health, health insurance plans, or related work and including four (4) years of direct, progressive experience managing clinical and non-clinical resources/business areas. Requires experience leading and managing a broad and diverse business operation. Health Plan Managed Care Experience Highly Preferred.
