The primary purpose of this position is to provide comprehensive recruitment and placement services in support of all Centrally Salary Account (CSA)-funded employees throughout the Air Force. Position is also responsible for assisting in the development and implementation of guidance, policy, and procedures for the Air Force Personnel Center (AFPC). Duties Help • Receives, reviews, and analyzes recruitment requests and supporting documentation from serviced organizations. • Codes and reviews all types of complex personnel actions. • Participates in special initiatives, studies and projects, and affirmative employment activities. • Performs a full range of staffing advisory services to organizations serviced. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions. Human Resources Management Series 0201 (opm.gov) SPECIALIZED EXPERIENCE FOR GS-7: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to assist journeyman staffing specialist in recommending methods and strategies to resolve problems of job turnover, workforce planning, and downsizing. OR EDUCATION: One full year of graduate level education or superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE FOR GS-9: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to assist journeyman staffing specialist in recommending methods and strategies to resolve problems of job turnover, workforce planning, and downsizing. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) for GS-7 & GS-9: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work, and consult effectively with co-workers. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of Federal Human Resources (HR) affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques. 2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. 3. Skill in applying established principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. 4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. 5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing. 6. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
