Key Responsibilities • Technical Documentation and Record Management: Conduct detailed documentation of 100+ technologies, entering, updating, and maintaining technical records in ServiceNow and other systems to ensure accuracy and compliance with organizational standards. Streamline documentation processes to create reliable, accessible records for enterprise stakeholders. • Technical Assessments and Research: Develop, perform, and coordinate initial and annual assessments of TRM entries, including software, technical standards, computer languages, frameworks, and tools. Provide objective assessments of their appropriateness for use within VA consistent with the VA Enterprise Roadmap, VA Enterprise Architecture, Enterprise Design Patterns, and IT Tools Consolidation efforts. • Comprehensive Analysis: Conduct thorough technical research and analysis covering information security concerns, industry adoption statistics, user population, technical feasibility, pros and cons of technology adoption, current usage, identification of existing similar technologies, capability gaps and overlaps with existing VA systems, proposed and potential application to VA business needs, cost/benefit analysis, potential scalability across the enterprise, compliance with published VA and Federal Government standards, and projected product lifecycles. • Cross-Functional Collaboration: Work closely with VA TRM Subject Matter Experts (SMEs), enterprise stakeholders, product line representatives, business and technology leaders, and customers to gather needed information, solicit feedback, and ensure assessments align with VA's strategic technology objectives. Bridge the gap between technical teams and end users to align technology capabilities with business objectives. • Technology Transition Support: Facilitate smooth transitions for new technology adoption by clearly documenting requirements, understanding user needs, and ensuring proper alignment between technical capabilities and business requirements. • Standards and Process Compliance: Follow existing wireframes and Standard Operating Procedures (SOPs) developed by SMEs, ensuring all assessments and documentation maintain consistency with established methodologies and quality standards. • Quality Assurance: Participate in quality reviews, impact analysis, and lessons learned activities to continuously improve assessment processes, enhance documentation quality, and ensure accuracy of technical evaluations. Apply strong attention to detail to maintain high-quality standards across all deliverables. • Performance Reporting and Tools Management: Contribute to monthly TRM status reports and weekly TRM Week in Review reports, providing metrics on assessment activities, completion rates, and status of evaluated technologies. Utilize Microsoft suite (Word, Teams, Outlook, SharePoint) and ServiceNow for documentation, collaboration, and workflow management. Required Experience and Qualifications • Bachelor's degree in Information Systems, Computer Science, Computer Engineering, Information Technology, or related discipline. • 2+ years of experience in technology research, technical analysis, IT assessments, or technical documentation roles in enterprise environments. • 2+ years of additional relevant experience may be substituted for education. • Solid working knowledge of technology and software concepts. While not requiring super in-depth technical expertise, candidates should have sufficient IT background to understand technology requirements, identify what information to look for in technical documentation, and comprehend software functionality and system architecture at a conceptual level. • Proficiency with Microsoft Office suite (Word, Teams, Outlook, SharePoint) for documentation, collaboration, and communication. • Experience with ServiceNow or similar IT service management platforms for record management, documentation, and workflow tracking. • Exceptional organizational skills and time management abilities. Proven ability to manage multiple priorities, meet deadlines, and handle high volumes of documentation and assessment activities efficiently. • Strong attention to detail with demonstrated ability to maintain accuracy in technical documentation, data entry, and record keeping while ensuring compliance with organizational standards. • Excellent research capabilities with the ability to gather information from multiple sources, evaluate technical solutions, conduct cost/benefit analyses, and assess technical feasibility. • Outstanding communication skills with the ability to work cross-functionally with technical teams and end-users, explain technical concepts to non-technical audiences, and create precise, comprehensive documentation. • Strong problem-solving abilities with the capacity to identify issues, analyze complex situations, and develop practical solutions. • Adaptability and flexibility to handle changing priorities, evolving technologies, and dynamic project requirements in a fast-paced environment. • Excellent technical writing skills with ability to create clear, comprehensive assessment documentation, technical reports, and decision memos. • Knowledge of enterprise architecture principles, design patterns, and technology roadmap development. • Understanding of information security principles, federal compliance requirements (NIST, FISMA, FIPS), and government security standards. • Experience working with cross-functional teams, SMEs, and stakeholders in collaborative environments. Preferred Experience and Certifications • Previous experience supporting VA enterprise systems or federal government technology assessment programs. • Familiarity with VA Technical Reference Model (TRM), VA Enterprise Architecture, or similar government enterprise architecture frameworks. • IT background or previous technical support experience that aids in understanding technology requirements and documentation needs. • Advanced proficiency with ServiceNow for workflow management, documentation, and reporting. • Experience with technology evaluation methodologies, industry research, and market analysis. • Knowledge of government IT modernization initiatives, cloud adoption strategies, and DevSecOps practices. • Understanding of Agile/Scrum methodologies and sprint-based delivery approaches. • Experience with collaboration tools such as Jira or similar project management platforms. • Certification: TOGAF, Zachman Framework, ITIL, or other Enterprise Architecture/IT Service Management certifications.
