The exact location will be determined at the time of offer based on business needs. This position will be given a Duke Energy commuter vehicle. Job Summary The Government Relations Manager II (GCRM II) position is intended for professionals who have the experience to demonstrate proficiency in the fundamentals of local government relations, public affairs, policy advocacy, and community engagement. The GCRM II is the company’s primary point-of-contact for all local government officials within Hardee, Highlands, Osceola, and Polk counties and regularly collaborates with various Duke Energy business units to further company initiatives with minimal oversight and daily direction. Necessary Skills Political Savvy Verbal/Written Communication Public Speaking Strategic Thinking Relationship Building Policy Analysis Problem Solving Responsibilities Relationship Management Builds long-term relationships with local government officials and key community stakeholders in Duke Energy’s service area in Hardee, Highlands, Osceola, and Polk counties. Partners with nonprofits, trade associations, and community groups to enhance the company’s reputation and educate key community stakeholders on Duke Energy’s business initiatives. Identifies opportunities to leverage relationships to further company goals. Responds to requests for assistance from local government officials and key community stakeholders related to Duke Energy’s business activities. Serves as the company’s primary point-of-contact with local Emergency Management officials in Hardee, Highlands, Osceola, and Polk counties during natural disasters and other emergencies. Local Government Advocacy Contacts and confers with local government officials to influence the passage, defeat, or amendment to local ordinances or legislation that impacts Duke Energy’s business objectives in Hardee, Highlands, Osceola, and Polk counties. Develops and provides presentations to local governing bodies during public meetings and serves as primary company point of contact for local elected officials and city/county staff. Studies and evaluates proposed local ordinances and legislation to determine impact on the company’s business objectives. Develops and maintains knowledge of Duke Energy’s public policy, regulatory, and business positions. Project and Issues Management Leverages relationships with local government officials and key community stakeholders and knowledge of the company’s operational needs and business goals to diagnose operational issues, identify pathways to resolution, and create or protect value for the company. Develops and maintains wide-ranging knowledge of electric utility industry and Duke Energy operational processes to engage internal partners in the resolution of escalated issues. Assists Duke Energy business units in the siting and construction of company infrastructure projects. Serves as the primary liaison between Duke Energy and Emergency Management officials in Hardee, Highlands, Osceola, and Polk counties during natural disasters to respond to critical infrastructure outages, provide update on power restoration activities, and resolve escalated issues. Philanthropy Develops and implements a local giving strategy to strategically deploy company philanthropic funds to support nonprofit organizations and community needs in Hardee, Highlands, Osceola, and Polk counties. Organizes and participates in Duke Energy employee volunteer events. Basic/Required Qualifications Bachelor's Degree in Business, Finance, Engineering, Communications or other related field In addition to required education, minimum seven (7) years of relevant work experience In lieu of required degree, High School/GED and minimum ten (10) years relevant work experience Desired Qualifications Prior public affairs and advocacy experience. Experience working with local governments. Experience developing and implementing government relations and public affairs strategies. Excellent communication (verbal and written) and interpersonal skills Analytical/problem-solving skills. Ability to work with minimal daily direction. Extensive & thorough knowledge of electric distribution and transmission systems & grid operations. 10-plus years’ experience with Duke Energy, or equivalent experience with lead responsibility for managing governmental and/or business and community relations. Comprehensive financial and business acumen. Political savvy and thorough understanding of local and state political processes. Demonstrated conflict resolution and management skills, leadership skills, and facilitation skills. Working Conditions Valid driver's license. 2 - 3 days per week in office. Attendance at occasional early morning, night, and weekend meetings and activities. Extensive travel throughout the assigned territory and occasionally the state, 40-50%. Requires availability 24/7 for storm response or other issues/emergencies. Hybrid – Work will be performed from both remote and onsite locations after the onboarding period.
