Job Title: Senior Technical Project Manager Location: Baltimore, MD (on-site primary with telework at supervisor discretion) About the Role: The Senior Technical Project Manager supports the Maryland State Department of Education (MSDE) in delivering mission-critical IT initiatives that power educational systems like teacher certification platforms across Maryland’s schools. Driving strategic technology leadership to enhance learning outcomes for students, educators, and administrators statewide. Your Impact: As a Senior Technical Project Manager, you will: Lead multiple IT projects and programs aligned with MSDE goals, overseeing interdependencies, timelines, budgets, and quality from designs through implementation. Provide expert guidance to technical teams, stakeholders, vendors while managing risks using the Capability Maturity Model integration (CMMI) framework. Monitor financials including budgeting, forecasting, accruals, and contractor invoicing; deliver status reports to executive leadership like the CIO. Coordinate system adoptions, need analysis, and vendor contracts to integrate new technologies seamlessly into MSDE’s educational environment. Develop risk management plans, mitigation strategies, and weekly reports to proactively address threats to project objectives. These responsibilities are not meant to be all-inclusive; additional tasks may be assigned. Minimum Qualifications: Bachelor’s degree from an accredited college or university. Five years of IT and business experience in strategic planning, development implementation, and maintenance of systems across multiple platforms. At least three years of project management experience within the software development lifecycle (SDLC), including modern architecture and enterprise IT systems. Standout Qualifications: Experience with CMMI frameworks, Agile methodologies, and government/education sector IT projects. Proven skills in stakeholder communication, financial oversight, and vendor management in complex environments. PMP, CSM, or similar certifications; familiarity with educational technology systems like TEACH. Pay Range: $130,000 - $150,000 Why join us?
