Role Reporting to the Director of Workforce Development, the Labor Regulatory Specialist will serve as hands‑on specialist for projects in the United States and Canada with Prevailing Wage and Apprenticeship (PW&A) requirements, including those tied to U.S. public works, Inflation Reduction Act (IRA) incentives, and Canadian Clean Energy Act programs. Participate in and guide the prevailing wage compliance from initial pursuit through closeout. Assist in the creation of and approval of policies. Personally review hours (both internal and subcontractor), certified payroll reports and manage the CPR submission process to designated platforms to ensure contractual compliance. Audit internal payroll processes, and backup payroll when necessary. Advise Estimating, Contracts, Project Management and Payroll departments as well as subcontractors across all regions. Responsibilities Pre-Bid & Contracting processes such as federal, state, and provincial wage determinations Ensure Subcontractor Compliance to meet applicable expectations for certified payroll, fringe reporting, and apprenticeship participation. Familiarity with certified payroll reporting fringe/apprentice ratios, signatures, and timeliness; track compliance status through project completion. Tracks and processes prevailing wage rates, fringe benefits, and labor classifications; prepares and submits certified payroll reports for public works projects. Assist the Payroll Dept. with configuration of new wage determination templates as required. Maintain and monitor submissions, queries and responses through designated reporting compliance platforms per project to ensure compliance with contractual wage and reporting requirements Submit U.S. wage conformance requests and Canada Revenue Agency (CRA) attestations as required. Monitors hours worked and classifications to ensure alignment with contract-specific wage determinations. Collaborates with Project Controllers and Managers to ensure accurate timesheet coding, approval, and resolution of discrepancies. Conduct occasional site visits to verify required postings, interview workers, and validate apprentice participation. Investigate underpayments or missing fringe contributions, coordinate restitution, and log all resolutions for trend analysis. Experience in labor compliance platforms (e.g., LCPtracker, or other Prevailing wage data system); integrate data with ERP and project controls dashboards. Regulatory Tracking and monitoring of U.S. and Canadian rule changes; participate in updating policies. Qualifications Minimum 3 - 5 years of prevailing wage experience with a general contractor or construction firm. In-depth knowledge of U.S. Davis-Bacon, Inflation Reduction Act (IRA) prevailing wage and apprenticeship guidance, and related state requirements. Experience supporting Canadian labor requirements tied to Clean Energy Act programs or similar federal mandates (preferred). Proven ability to review, audit, and correct certified payroll reports and related compliance documentation. Hands-on experience with compliance platforms such as LCPtracker, Procore, or equivalent tools. Strong working knowledge of payroll processes, fringe benefit reporting, and compliance tracking. Proficiency in Excel and cloud-based document management tools (e.g., Box, SharePoint). Excellent communication, organization, and problem-solving skills. Ability to build trust and provide training across internal teams and external partners. Willingness to travel (up to 20%) to U.S. and Canadian project sites.
