The CPU Quality Assurance (QA) Specialist serves as a senior-level Human Resources Specialist within the Human Capital Services Center (HCSC) at USAID. The incumbent is responsible for leading the quality assurance, data accuracy, and program evaluation processes for HR personnel actions affecting Civil Service (CS) and Foreign Service (FS) employees. This role ensures that all personnel actions comply with applicable federal laws, OPM guidance, Title 5 CFR, and internal Agency policies. The incumbent provides expert-level analytical reporting, drives process improvements, and supports special project execution within HCTM. Responsibilities: Quality Assurance Management & Compliance Oversight (60%) Lead matrix teams of HR Specialists, Analysts, and Assistants to conduct comprehensive monthly quality reviews of electronic Official Personnel Folders (eOPFs). Analyze the accuracy, timeliness, and regulatory compliance of personnel actions across direct hire, Foreign Service, and SES categories. Identify systemic errors, document deficiencies, and develop quality assurance standards and corrective actions to ensure adherence to federal processing guidelines. Write and maintain improved SOPs, job aids, and procedural manuals to enhance HR action processing and QA workflows. Resolve complex data discrepancies, recommend policy modifications, and draft novel solutions to long-standing systemic HR issues. Support audit readiness by verifying compliance with USAID’s HR regulatory framework and performance cycle requirements. Analytical Reporting & Data Management (20%) Serve as the program lead for data reporting tools, including SINQ, Mismatch Data reports, and custom HR datasets. Develop databases and data collection strategies to monitor HR processing performance and SLA compliance. Perform statistical analysis to detect patterns, trends, and root causes of discrepancies in HR actions. Provide data-driven recommendations to improve performance and eliminate recurring issues in personnel processing. System Monitoring & Service Tracking (10%) Monitor and evaluate processing workflows within systems such as ServiceNow and Getting to Post (G2P). Track division-wide service delivery timelines and adherence to service standards. Prepare weekly and semi-annual performance reports for Division Chiefs based on HR service delivery metrics and project status updates. Special Projects & Portfolio Support (10%) Coordinate development and execution of special HR projects across divisions, including timelines and milestone tracking. Represent the QA function at portfolio management team meetings with AMS and other stakeholders. Reconcile ticket backlogs and incorporate findings into divisional performance reports to support strategic planning and accountability. Location: Remote, must be willing and able to be on-site in VA on a regular basis Education: Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or a related field. Minimum 5–7 years of federal HR experience, including expertise in quality assurance of personnel actions and regulatory compliance. Experience interpreting and applying OPM Guide to Processing Personnel Actions, 5 CFR, and FAM. Demonstrated ability to resolve complex HR disputes and process systemic data corrections. Proficient in federal HR systems (e.g., HRConnect, ServiceNow, eOPF, SINQ). Advanced analytical and diagnostic skills in data interpretation and QA evaluation. Excellent written and verbal communication skills; capable of writing procedural documents and performance reports. Strong collaboration and negotiation abilities, with experience managing matrix teams and presenting findings to leadership. Preferred Qualifications USAID experience or prior service within a federal agency's central HR processing unit. Experience implementing large-scale QA initiatives or policy reform efforts. Working knowledge of payroll-impacting HR actions and separation processing.
