The CSS Specialist 2 serves within the Human Capital Services Center (HCSC) and supports the end-to-end processing and quality assurance of personnel actions for Civil Service (CS), Foreign Service (FS), and Senior Executive Service (SES) employees at USAID. This developmental position provides an opportunity to gain progressive responsibility and authority in personnel records management, HR systems analysis, and operational support aligned to OPM, Title 5 CFR, and agency-specific regulations. The role supports compliance, reporting, customer service delivery, and workforce performance reporting. Responsibilities: Personnel Action Processing & Quality Assurance (50–60%) Conduct quality assurance reviews of electronic Official Personnel Folders (eOPFs) across a variety of employee types and pay systems. Analyze, validate, and correct personnel action documents to ensure compliance with OPM’s Guide to Processing Personnel Actions, FAM, and other federal requirements. Reconcile personnel action data with master records and address nature of action (NOA), authority code, and document coding errors. Participate in the development and maintenance of process documentation, including SOPs, job aids, and policy updates. Provide QA support for separation actions, retroactive corrections, and complex regulatory scenarios. Engage in meetings and briefings with stakeholders to explain HCTM’s processing positions and systemic improvements. Data Reporting & Trend Analysis (20%) Generate, interpret, and refine daily and ad hoc HR data reports (e.g., SINQ, mismatch reports). Identify processing discrepancies and recommend improvements to prevent recurrence. Collaborate with HCTM Systems teams to optimize reporting tools and build data dashboards. Use statistical and qualitative analysis techniques to inform decisions, improve customer service, and align with strategic staffing goals. HR Systems & Customer Support Monitoring (20%) Monitor ServiceNow, Getting to Post (G2P), and other automated ticketing and personnel systems for timely and accurate case handling. Identify backlogs, analyze SLA compliance, and alert stakeholders of at-risk cases. Contribute to portfolio-level service delivery reviews in collaboration with AMS and division leads. Participate in project status updates, progress monitoring, and development of semi-annual performance reports. Location: Remote, must be willing and able to be on-site in VA on a regular basis Education: Bachelor’s degree in Human Resources, Public Administration, Business, or a related field. Experience by Grade Level: 1+ years of federal HR or personnel processing experience. Basic understanding of federal HR policies, coding structure, and processing workflow. 3+ years experience processing federal personnel actions with demonstrated QA skills and familiarity with automated HR systems. 5+ years of experience including leadership in QA initiatives, systems analysis, and resolution of complex personnel record issues. Knowledge of OPM personnel action coding, Title 5 CFR, and HR systems (e.g., HRConnect, G2P, ServiceNow). Familiarity with eOPF systems, personnel data audits, and federal retention standards. Competency in Excel, data extraction tools, and federal HR reporting. Excellent organizational, written, and interpersonal communication skills. Ability to work independently and as part of a collaborative QA or processing team. Experience in briefing management and collaborating across functional teams. Preferred Qualifications USAID or foreign affairs agency HR experience. Completion of OPM-required career ladder training Familiarity with federal HR data analytics tools and project management methodologies.
