Job Summary Responsible for managing several critical functions within the PMO. The critical functions that this position will be responsible for range from the establishment and adoption of the various value delivery frameworks, such as Waterfall and Agile, to the maintenance of tools and technologies leveraged by our end users. Responsible for ensuring functional PPM processes and strategies are defined and available to internal PMO and external portfolio stakeholders. In addition, this role is accountable for ensuring that project and program governance oversight are defined and implemented. This role is visible and engaged throughout the PMO and will interface directly with all levels of leadership in the IT Organization. This position is responsible for forecasting resource demand, hiring/staffing resources, and managing the performance of a team of project managers. Major Tasks, Responsibilities and Key Accountabilities Ensures project managers deliver on time, on budget, within defined specifications, and with appropriate staffing levels. Ensures that project, program, and portfolio management processes and methods are followed and that portfolio financials, risks, and interdependencies are identified and managed. Leads the portfolio management processes for one or more business units, reporting on the size, health, and state of the portfolio to all levels of management. Ensures functional PPM processes and strategies are defined and available to portfolio stakeholders. Establishes and executes governance structure for the decisions, prioritization, and implementation of changes to continuously improve framework processes. Forecasts staff needs and skills to ensure proper recruitment, training, and development of project management staff to meet current and future needs of the project portfolio. Provides mentoring, coaching, training, and skills assessments related to project management competency and to other project managers throughout White Cap. Leads the creation, implementation, maintenance, and adoption of value delivery frameworks across the enterprise. Value delivery frameworks include Waterfall, Agile, or a combination of the two (Hybrid). Maintains alignment of functional PPM strategies with enterprise processes. Manages the implementation, management, and continuous improvement of project and program governance process to ensure portfolio visibility, data-driven decision-making, risk mitigation, and elimination of rework and redundancies. Defines the rollout plan for stage-gating with our IT and business partners when ready for expansion. Assist in establishing and measuring core PMO Key Performance Indicators (KPIs) and maintain a program for monitoring and reporting on compliance with adopted PMO policies, processes, and procedures. Ensures that executive-level portfolio reporting for the enterprise is developed and provided on a regular cadence with a high level of data quality while leveraging technology to automate reporting processes to make reporting more effective. Provide guidance and approval of the health recovery process and documentation for programs and projects in the portfolio. Nature and Scope Solutions require analysis and investigation. Achieves planned results by decisions and actions based on professional methods, business principles, and practical experience. Manages a group or team of professional individual contributors and/or indirectly supervises support staff. Work Environment Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable. Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. On rare occasions there may be a need to move or lift light articles. Typically requires overnight travel less than 10% of the time. Education and Experience Typically requires BS/BA in a related discipline. Generally 7+ years of experience in a related field. May require certification. Advanced degree may offset less experience in some disciplines. Preferred Qualifications Bachelor’s degree in business administration, Computer Science, Management Information Systems, Data Management or a related field. Minimum of 10 years of portfolio management experience managing multiple medium/high complexity projects in a matrix resource environment, working with diverse project sponsors across multiple organizations. 5+ years supervisory experience of leading teams. Strong understanding of data management practices, data governance and data analytics. Project Management Professional (PMP) and/or Program Management Professional (PgPM) certification preferred. Proficiency in project management methodologies (ex. Agile, Waterfall) and PPM Tools (ex. MS Project, Smart Sheet, Clarity, Planview, Monday.com, Jira, etc) Excellent leadership, communication, interpersonal skills and leveraging these skills to interact with all levels of management. Exhibits transformational leadership skills with a proven track record of challenging the status quo. Resourceful self-starter with exceptional problem-solving skills. Sophisticated change management capabilities, including the ability to lead and manage through change. Should be recognized as a change agent. Experience with process improvement and organizational efficiency. Excellent organizational and time management skills, ability to prioritize, detail oriented. Strong negotiation and influencing skills. High-level of proficiency in Microsoft Office products, particularly Excel, PowerPoint, Word, and Project.
