Fiscal Analyst 2 - Accounts Payable Camp Murray, WA This recruitment is open on an internal basis only to permanent State employees within the Washington Military Department. Under the supervision of the Accounts Payable Supervisor, this position works independently to provide journey-level professional accounts payable support to the Finance accounting team and the Public Assistance and Fire Management Assistance Grant programs. Responsibilities include: Process Finance interagency payables and purchase card reconciliations. • Review and analyze interagency invoices and purchase card packets. • Ensure interagency payables and purchase card reconciliations are in accordance with GAAP, OFM, and WMS policies/procedures. • Verify accuracy, correct coding structures and prepare all documents for payment processing. • Ensures appropriate signatures are obtained for approval to pay. • Prepares and batches documents for payment input in AFRS. Review and pay Public Assistance (PA) and Fire Management Assistance Grant (FMAG) invoices owed due to grant agreements, contracts, and purchase orders. • Review and analyze invoices for the PA and FMAG programs to ensure accuracy, verify correct coding structures, and prepare documents for payment processing. • Comply with OFM SAAM manual, the Code of Federal Regulations, and the Federal Emergency Management Agency's (FEMA) guidelines. • Ensure accuracy of payment amounts for split coding for balancing and documentation. Process travel reimbursements. • Review and analyze travel reimbursement requests to confirm compliance with SAAM and Agency travel policy and accounting processes. • Serve as the travel subject matter expert to offer travel arrangements, as needed. • Prepares and batches documents for payment. Review and analyze PA and FMAG financial data from the state accounting system for reconciliation and make necessary corrections. • Review and analyze Enterprise Reporting financial data. • Coordinate with AR billing, PA and FMAG grants teams to make corrections as needed. • Reconcile expenditures related to PA FMAG programs and submit reconciliation for review. REQUIRED QUALIFICATIONS One year of experience as a Fiscal Analyst 1; OR Two years of professional level accounting, budgeting, and/or auditing experience. College level education in accounting or related field can substitute for experience on a one year of experience is equivalent to two years of education. DESIRED QUALIFICATIONS Education: Bachelor's degree in accounting or related field. Experience: • State Accounting Systems: Working with the State of Washington accounting/budget systems (AFRS, Enterprise Reporting, TEMS, Workday, etc.). • Payment Management: Monitoring, tracking, and/or making fiscal or contribution adjustments to worksheets or invoices for federal, state, local governments, or private entities. Skills, Abilities, and Competencies to: • Prepare, reconcile, and analyze worksheets, reports and data using Excel, and Web-Intelligence. • Reconcile and research general ledger accounts and subsidiary ledgers to the general ledgers. • Provide excellent customer service to vendors, project staff, local jurisdictions, and other state agencies. • Ability to take action to learn and grow. • Ability to take action to meet the needs of others. • Use Microsoft Office Suite (including Word, Excel, Outlook, TEAMS, SharePoint, or similar software) to develop documents in support of program objectives. Compensation: Wage/salary depends on qualifications or rules of promotion. CONDITIONS OF EMPLOYMENT Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination. Union Shop Provision: This position is non-represented and will follow the provisions of the Washington Administrative Code (WAC). Driver's License: • Valid to drive in the State of Washington. • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire. Military Facility: Willingness to work on a Military Controlled Access Installation. Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification. Work Hours: The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off. The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm. Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities and meetings will be needed. Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
