The Opportunity WSDOT is currently seeking a tactical and strategic leader to fill the Capital Facilities Assistant Program Manager vacancy in Tumwater, WA. In this role, you will work directly with the Capital Facilities Programming & Project Delivery Manager supervising a team to ensure delivery of the Capital Facilities program and Safety Rest Area Preservation program. The Capital Facilities Assistant Program Manager is responsible for managing the development of future biennial capital delivery plans and documenting changes to program in coordination with region and HQ project delivery staff. Other responsibilities include developing future biennial ten-year delivery plans within the Capital Facilities and Safety Rest Area capital subprograms using the current planning and prioritization policies and providing direction on program development, tracking and updating agency capital program management software with changes to project financial data and milestone commitments to promote accountability and process change management. This position will play an integral part in meeting our goals of excellent customer service, focus on employee needs, collaboration, and continuous improvement. What to Expect Among the varied range of responsibilities held within this role, the Capital Facilities Assistant Program Manager will: • Manage and monitor the progress and delivery of the Capital Facilities program. • Provide strategic financial advice for successful delivery of Capital Facilities capital program. • Make recommendations on program funding decisions, use of emergent needs and the availability of funding for change order or work added to projects which exceed the remaining project funds. • Direct and manage the file accuracy within capital program management software for the scope, schedule, and budget that is used by the Legislature to make transportation budget decisions. • Review and approve program work orders and monitor charges for the Capital Facilities capital program (DPS, project charges, consultants, contracts, etc.) to stay within the appropriated funds. • Monitor and manage the timely closeout of completed projects. • Work closely with project delivery staff on requests for authorization of funds via work orders and monthly aging. • Manage and update the Safety Rest Area portion of the Statewide Transportation Improvement Program (STIP) to qualify to receive federal funds. • Coordinate the Capital Facilities capital program activities by communicating with headquarters, regions, and HQ project managers, and managers throughout WSDOT. Qualifications To be considered for this opportunity, the following are required: • Program Management: Experience developing and tracking a capital program, managing funding allocations, and executing program adjustments obtain through professional experience and/or education. • Problem-Solving & Critical Thinking Skills: Ability to proactively identify issues with program delivery and implement corrective solutions. • Communication & Collaboration: Demonstrated ability to provide direction, foster alignment, and encourage commitment within and across teams. Possess skills to effectively manage a diverse team with a heavy workload in a remote environment. • Data Analysis & Reporting Expertise: Ability to analyze and compile complex data into reports, graphs, and presentation materials for executive and general audiences.
