The Opportunity This is a project-based position to assist with the legislative branch's transition to the state's new accounting system. We are seeking an experienced business analyst to join our organization. This role will work alongside our technology teams and business partners to define and test requirements for One Washington (OneWA)-related projects and initiatives. Duties Some of your tasks will include: • Act as the link between business stakeholders and technical teams, translating high-level business needs into clear, actionable requirements. • Partner with the development team on developing product backlog items that ultimately ensure our solutions meet business needs. • Create current and future-state business process documentation. • Recognize and track business policy and procedure gaps and workarounds. • Independently identify testing needs to ensure changes meet business needs without introducing defects. • Create test cases, test data, and execute test plans for web applications and APIs. • Manage full scope of testing requirements, including but not limited to user acceptance testing, end-to-end testing, and system integration testing. • Update and maintain system documentation. • Support customer questions related to systems and APIs. Qualifications We are interested in candidates who have the following skills and interests: • Five+ years of experience in technology business • Demonstrated experience taking end-to-end ownership of projects without heavy oversight, including system design, implementation, deployment, and monitoring. • Bachelor's Degree or higher in a related field (we will consider equivalent experience) • Working knowledge of Agile methodologies Demonstrated ability to: • Independently facilitate requirements gathering meetings; asking the right questions to ensure the business problems, needs, and requirements are clearly understood. • Achieve mutually agreed-upon outcomes where all stakeholders feel heard and respected. • Collaborate and build relationships within and across teams. • Take initiative and prioritize tasks with good time-management skills. • Deliver fact and evidence-based information in clear and concise communication. OTHER REQUIREMENTS & INFORMATION • Applicants must be a resident of Washington State or willing to relocate. • This is a hybrid work position in Washington State. While a "remote-first" approach is embraced, a coordinated on-site presence may be necessary. • Extended hours and weekend work may be required during the legislative session and special sessions, for pre-session preparations, and during anticipated workload surges. Supplemental Information The salary range for this position is $75,156 - $130,248 annually. The initial salary will be based on relevant knowledge, skills, and experience. The hiring salary will be less than the top of the range. This position is funded through OneWA project funding and is expected to be funded through June 30, 2027, if not longer. Retirement and Deferred Compensation State Employees are members of the Washington Public Employees' Retirement System (PERS). Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year. Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position.
