Full Description

The State of Utah is looking for an AWS Cloud and a full stack JAVA developer to help develop and support the Division of Services for People with Disabilities (DSPD). DSPD is engaged in cloud modernization projects along with other development and enhancement requests driven by business needs. This developer would work with a team of developers, architects and analysts involved in the initial stages of determining the technology stack, framework, requirements and roadmap. This position is currently a hybrid of both in-office and telework days, 2 days a week required in office and any mandatory in-office meetings. The Office location is at the Cannon Health Building, Division of Technology Services (DTS); 288 N 1460 W, Salt Lake City, Utah. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason. This job may be filled at either of the levels listed below. (Rate as listed or in accordance with DHRM Rules for current state employees.) • Information Technology Analyst III, $41.59 - $70.69 per hour • Information Technology Analyst II, $35.09 - $59.63 per hour Why join our team? Health Insurance - Public Employee Health Program (PEHP): • 3 medical plan options. Choose a Traditional or High Deductible Health Plan. (There is an Opt-Out Cash Benefit option for those that have other medical insurance coverage) • 5 dental plan options (There is an Opt-Out Cash Benefit option for those that have other dental insurance coverage) • 2 vision plan options under EyeMed Retirement - Utah Retirement Systems (URS): • Employees hired on or after than 7/1/2011 and have never been in the URS retirement system have two options for retirement in the Tier II System. Employer contributions to your 401(k) are vested after four years. • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in Tier I Public Employees System. • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k)) • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only. • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in Tier I Public Employees System. The State's environment is a highly optimized blend of systems responsible for collecting, processing, and distributing millions of data elements every day. Primary Duties: • Architects, designs, configures, implements, diagnoses, repairs, upgrades, and optimizes applications that support the agency’s clients, employees and overall mission. • Anticipates the impact new or modified software and tools will have on existing systems. • Participates in the design and implementation of systems that meet user needs. • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement. • Adapts automated system(s) to accommodate special agency needs; designs or enhances agency unique automated systems to interface with existing systems as needed; prepares systems for migration to the cloud. • Identifies problems or potential problem areas and recommends solutions. • Aids other development staff in trouble shooting and answering technical questions Other related duties may include State of Utah proprietary/3rd party vendor systems integration, inbound/outbound web services, technical support, technology consulting, data administration, application review services, and/or web application development. • Skill in designing and building customer-facing web applications • Analytical and detail oriented • At least 5 years of previous experience in a full stack development role. • Proficient in Java 17 or later and Spring and related Spring frameworks (Spring Boot, Spring Security, etc) • Experience with Service Oriented Architecture & creating API’s using REST and SOAP • Understanding of security principles related to: access, roles, groups, and permissions • Experience in Core Java, JEE framework, JSF. • Experience in HTML 5, CSS, JavaScript libraries & frameworks is a plus • Experience in using Spring Framework/Spring Boot/Spring Security is preferred • Experience and/or exposure to JPA/Hibernate is a plus • Experience with AWS technologies, API Gateway, Elastic Beanstalk, Logging, Cloudformation & Terraform scripting knowledge a plus • Test software using appropriate methodology and techniques • Understanding of database/data relationship fundamentals, SQL experience a plus • Experience with CI/CD pipelines • Experience in GitHub • Experience with Containerization (Example: Docker) • Experience with OAuth2 Preferred Qualifications: • Working in an agile/scrum/SAFe environment • AWS Solutions Architect certification will be a plus • Experience working with secure systems. • Proven ability to learn new technologies, languages, and techniques. • Ability to work with a wide range of customers. • Excellent verbal and written communication skills • Employment contingent on passing a drug screening and a background check. • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work. • Preference may be given to current Government Operations Division of Technology Services (DTS) employees
